Session 1718, Minutes <br />March 30, 1998 <br /> <br />CITY CLERK'S DOCKET: <br /> <br />BILL NUMBER 8371 - VOTE: <br /> <br />Mayor Adams noted that bill #8371, having been read for the second and third time at <br />the last meeting on March 16th, will be voted on this evening. <br /> <br />Ms. Susan Bragg, 6920 Pershing, wished to address the four way stop sign at <br />Washington and Trinity. A number of parents have children that attend University <br />United Methodist Preschool. She said that this intersection is very dangerous, and that <br />her son was nearly hit there. She feels the four way stop sign would slow down the <br />traffic and cause the drivers to think more. <br /> <br />Mr. Schoomer said that the reason that this was not done sooner, was because it had <br />been learned, through legal discussions, that we might be prevented in putting up stop <br />signs in private subdivisions. <br /> <br />Mr. Jerry Koczan, 6906 Washington, polled the residents about putting this stop sign <br />up. He videotaped the intersection. He said that actually the people who put the two <br />way stop signs up were very smart. Out of 433 cars, only 60 cars came out <br />Washington, the rest went down Trinity south, Trinity north. 70% of the cars did not <br />stop at the stop sign. He does not believe there will be any better adherence to a new <br />stop sign. He believes that the people are not observing the laws and parking <br />regulations. New signs that will not be enforced will not save anybody. <br /> <br />Mr. Schoomer said that it was his understanding that we can not do this without the <br />permission of the trustees. Mr. Ollendorff said that we do have the authority to put a <br />stop sign in the subdivision, but Council wished not to do it unless a majority of the <br />residents agreed. Mr. Schoomer asked Mr. Koczan if they had permission to put the <br />stop sign up. Mr. Koczan said that they do not have permission. <br /> <br />Ms. Susan Bragg said enforcement is wonderful, but was not the issue. We should at <br />least make an effort to safeguard the children by putting up this sign. <br /> <br />Mr. Lieberman said that he had suggested to Mr. Ollendorff that the Washington at <br />Trinity stop sign be dropped from the bill, either by amendment or by defeating the bill, <br />whatever he feels is appropriate, then come back at it later on when enforcement has <br />taken place. Mr. Ollendorff said that the Traffic Commission unanimously supported <br />placing a stop sign at this location. The traffic counts that Mr. Koczan did points to the <br />need to add the two additional stop signs. We are letting the main street, Trinity, stop <br />and making the side street the through street, which makes no sense. If we are going <br /> <br /> <br />
