Session 1718, Minutes
March 30, 1998

to only have two stop signs, we have the wrong ones. Most people disobey that stop
sign, because it makes no sense. The parking on the west side is not enforceable,
because it is not covered by city ordinance. Council could pass one and make it a city
ordinance, which could then be enforced.

Mr. Sharpe wanted to find out if it was possible to have an officer there during peak
hours for the week to observe. Mr. Ollendorff said the parking and stop signs on Trinity
are enforceable, but he still thinks the ordinance needs to be amended two ways, by
having a parking restriction on Washington, so it can be enforced; also adding the stop
signs so it makes more sense.

Mr. Sharpe moved to approve, as long as an officer is there to enforce the ordinances
and regulations. Mr. Munkel seconded the motion.

Mr. Wagner asked for the bill to be tabled until the City Manager can get an officer out
there to step up the enforcement of the law and also to study the area to see what is
really necessary here. Mr. Lieberman seconded the motion.

AYES: Munkel, Wagner, Lieberman. NAYS: Ware, Schoomer, Sharpe, Mayor Adams
The motion to table died four to three.

Mr. Schoomer does not want to ignore the recommendation of the Traffic Commission,
nor does he want to ignore the wishes of the trustees of the private subdivision. Mr.
Schoomer proposed to amend this to create the new parking district that the City
Manager just recommended, and replace the existing stop signs and step up
enforcement, rather than risking the safety of the children.

Mr. Ollendorff suggested that Council build on Mr. Sharpe's motion by putting all the
signs into effect, but on a trial basis for ninety days. Let the City prove to everyone's
satisfaction that it can be enforced. In ninety days, if it did not work, we'll take
everything down again.

Mr. Sharpe thinks that this is a good idea. Everyone should be happy and safer. The
trustees would be satisfied with this.

Mayor Adams said as long as the old signs come down, agreeing with Mr. Ollendorff.

Mayor Adams called the question. AYES: Mr. Ware, Mr. Munkel, Mr. Schoomer, Mr.
Sharpe, Mayor Adams. NAY: Mr. Wagner, Mr. Lieberman

Th motion passed five to two. Bill Number 8371 became Ordinance # 6154.
