Session 1935 <br />September 27, 2004 <br /> <br />motion passed unanimously. <br /> <br />A,qenda Item #4 - Development Subsidy Policy <br /> <br />The City Manager recommended amending the Development Subsidy Policy to add <br />Community Improvement District (added sales and property taxes) to the list of primary <br />financial assistance sources for approved development projects. The State Legislature <br />expanded the use and taxing authority of such districts during the last legislative <br />session to make them easier to initiate and utilize as well as to include a longer list of <br />revenue sources. The new law took effect at the end of August making this the first <br />opportunity to add this new financing source to our Policy. Any specific applications we <br />receive will be subject to legal review and public hearings before approval. Adoption of <br />any such district would be subject to the city legal review and City Council action <br />following required public hearings. <br /> <br />Ms. Welsch moved approval and Mr. Sharpe seconded. <br /> <br />Ms. Brot thanked the City Manager for an explanation of taxing issues and for the <br />example it provided. Ms. Welsch apologized to the Assistant City Manager for what she <br />believed to be an omission of information, and then she asked why the Development <br />Subsidy Policy issue was presented now, stating she did not recall voting on policy in <br />this way at City Council meetings before. Mr. Ollendorff advised that this proposed <br />policy addition to the Council's development subsidy policy had not come before the <br />Council before; he only became aware of it himself a week ago. He regarded it as a <br />logical step to bring before the Council and he advised Ms. Welsch that the Council has <br />voted on the entire development subsidy policy before in Chambers, it had probably not <br />been done since her tenure began on the Council. <br /> <br />The motion passed unanimously. <br /> <br />Mr. Ollendorff pointed out that items numbers five and six were reversed on the agenda <br />cover page and the Council should actually consider agenda item number "six" as <br />agenda item number" five" and discuss it next. <br /> <br />A,qenda Item #5 - Subdivision Plat Approval for 7823 Greensfelder <br /> <br />A final plat has been reviewed by Plan Commission and staff for compliance with the <br />technical requirements of the city code. The property includes 7823 Greensfelder plus <br />a lot adjacent to the north and 18' of a lot directly to the east. This property would then <br />be split into two plots for the purpose of constructing two single-family houses. He <br />reported that all technical requirements of the City code have been met and that the plat <br />may be approved by the City Council pursuant to a request to prepare a bill for <br />introduction. The Plan Commission reviewed this submission and entertained <br />comments from all concerned citizens. <br /> Page 7 <br /> <br /> <br />
