Session 589, Minutes
February 1, 1960

Page 10

or place of accom~.~odation which is in its nature distinctly
private in that its policies are determined by its members,
and its facilities, services or products are available only
to its members and their bona fide guests.TM

(3) Sec. 7, subparagraph (a), change the third word in line 2 from "or:~ to
~'of."

(4)

Sec. 7, insert new subparagraph (e) to read:

'~(e) Submit a quarterly report to the Council of all proceedings
of the Commission under the provisions of this ordinance;"

(5) Sec. 7, subparagraph (e) will become subparagraph (f).

(6) Sec. 7, subparagraph (f) will become subparagraph (g).

Councilman Baris said that he has also considered very carefully all of the
other suggestions that were made by all of the citizens who appeared for and
against Bill No. 5788, and it is his feeling that the four suggested changes
contemplate those which are most important, and therefore, he said he would
like to see those four changes, and of course, the renumbering of two para-
graphs in section 7, included in the bill before it is finally voted upon by
this Council, whereupon Councilman Baris moved accordingly.

Mayor Kaufman pointed out that this is a motion to perfect this bill (on the
part of Councilman Baris) and obviously is not a motion for adoption of the
bill, and the Mayor asked whether there is a second.

Mayor Kaufman again stated there is a motion on the floor to perfect Bill ilo.
5788 by certain amendments and asked whether there is a second. Councilman
Tandler stated he would second the motion for tke amendments.

I4ayor Kaufman said he thinks it should be clearly understood at this time that
the vote by the individual me~oers of the Council is based solely on the per-
fection of the bill and obviously cannot be construed as an indication of h~
any member of the Council will vote on the final bill. Upon poll of the
Council, the following vote was recorded: AYES: Councilmen Soule, Stake, Lahr-
mann, Greeson, Baris, Tandler and Mayor Kaufman. NLYS: None. ABSEI~: None.
The motion therefore carried.

At the request of Councilman Baris, Bill No. 5788 As ~ended was given its
second reading.

At the request of Mayor Kaufman, Bill No. 5788 As £~nended was given its third
reading.

Councilman Baris moved the adoption of Bill No. 5788 As f~nended as an Ordinance.
l~ayor Kaufman asked whether there is a second. Councilman Tandler stated he
will second the motion for adoption.

Councilman Soule stated that before getting into discussion of this matter, he
thinks there was a matter of the Chamber of Commerce that was submitted to the
Council, and there were various legal opinions that were requested, and he said
he doesn't know that now is the time to move in any direction on this particu-
lar bill in light of the various matters that were requested.
