Session 589, Minutes <br />February 1, 1960 <br /> <br />Page 2 <br /> <br />Councilman Soule pointed out that under subject: BILLS FOR INTRODUCTION, <br />BILL UO. 5800 - CONDEMNING PFgVATE PROPERTY FOR PUBLIC PARK, PLAYGROUND <br />Ai~ RECREATIOnaL PURPOSES~ the minutes do not reflect what area is in- <br />volved, and Councilman Soute suggested that this should be set out for the <br />purpose of clarification. Following the first sentence in the first para- <br />graph, a new sentence is to be inserted reading, "The property referred to <br />is a tract of approximately 18 acres located at the southeast corner of <br />Blackberry Avenue and Gay Avenue.:' This was satisfactory to all members of <br />the Council and so was the order. <br /> <br />Councilman Baris pointed out that on page 8 of the minutes of the Council <br />meeting of January 25, 1960, second paragraph, there is a reference by Mr. <br />A1 Goldman, who spoke as a representative of the Jewish War Veterans. <br />Councilman Baris said his recollection is that l~r. Goldman also mentioned <br />a vote of their Executive Committee on the question of a referendum on <br />Bill No. 5788 and Councilman Baris suggested that the following sentence <br />be added to the paragraph on page 8 concerning Mr. Goldman's comments: <br />"Mr. Goldman further stated that the Executive Committee of their Post was <br />against the proposal that Bill No. 5788 be submitted to a referendum of the <br />people of the City." Following discussion, it was the concmnsus of the <br />Council that the minutes be amended accordingly. <br /> <br />Councilman Soule moved that the minutes of the Council meeting of January 25, <br />1960, as amended, be approved. Motion seconded by Councilman Stake, and unani- <br />mously carried. <br /> <br />C O1,'R~IR~ICATIONS: <br /> <br />UNIVERSITY CITY CHAMBER OF COI~'RiERCE: <br />Upon inquiry by Mayor Kaufman whether any cot~nunications had been received, <br />the City Clerk replied affirmatively, and read a communication dated January <br />27, 1960, from Mrs. Marybe!le Gardiner~ manager of the University City Chamber <br />of Commerce, concerning method of notification by the Chamber of Con~nerce to <br />its members of public hearings held by the City Council of University City. <br /> <br />tiP,. E~fER H. GRIMM - TRAFFIC REPORT: <br />The City Clerk read a letter addressed to Councilman Bruce S. Stake, dated <br />January 12, 1960, from Mr. Elmer H. Grirmn, 509 Olive Street, St. Louis, con- <br />cerning a report on traffic prepared by a Council cot~ittee. <br /> <br />BILL NO. 5788 - DEFININQ?~i~D ?ROHIBITING DISCRIMINATORY PRACTICES IN PLACES <br />OF PUBLIC ACCOMMODATION: <br /> <br />The City Clerk stated that copies of a number of letters received during the <br />past week with reference to Bill No. 5788 (defining and prohibiting discrimina- <br />tory practices in places of public accommodation) had been, or will be, trans- <br />mitted to members of the Council. <br /> <br />Mayor Kaufman stated that at the last meeting of the Council, the following <br />statement was made by one of the speakers: <br /> <br />"For those of you who may feel that I am utterly wrong in the <br /> aspects of the problems I have just mentioned, I would like to <br /> mention this: since our first meeting I have had occasion quite <br /> accidentally and on an informal basis to discuss this matter <br /> with one of the very ministers who appeared here in support of <br /> <br /> <br />
