Session 537, Minutes <br />January 18, 1960 <br /> <br />MISCELL~dqEOUS: <br /> <br />Page 10 <br /> <br />SUGGESTED AMENDMENTS - BILL NO. 5790 AND BILL NO. 5791 (BUSINESS LICENSES): <br />Mayor Kaufman inquired whether any member of the public wished to be heard on <br />any matter not on the agenda, to which there was no reply. <br /> <br />The City Manager called attention to copies of suggested amendments to Bill <br />No. 5790 and Bill No. 5791, which were transmitted to members of the Council <br />this evening. It was Mayor Kaufman's recommendation that inasmuch as the <br />members of the Council have had so little time to review these proposed amend- <br />ments that this matter be deferred. Councilman Lahrmann expressed the view <br />that in his opinion many sections of the proposed new merchants' license are <br />definitely restricting a greater tax than the business can possibly bear, and <br />he said he noted this was not included in the list of revisions, and therefore <br />he would like to see a regular hearing on it before calling ~or a motion on it. <br /> <br />NORTHEAST AND NORTHWEST COR~ERS - CANTON AVENUE AND L~AMB AVENUE: <br /> <br />Councilman Soule stated that he and Councilman Tandler had been requested to <br />attend a meeting Sunday concerning certain building permits that were issued <br />for the northeast and northwest corners of Canton Avenue and Lamb Avenue. He <br />said that residents in that area are disturbed concerning the lack of informa- <br />tion that is available to them. Councilman Soule said he discussed the matter <br />with City Manager Henry and then assured the residents that any questions they <br />would propound specifically would be answered by the administrative forces, <br />but rather than have them appear this evening (he said he is not sure whether <br />they are present or not) he assured them this message would be conveyed to <br />the Council and to City Manager Henry. Councilman Tandler said he had also <br />discussed the matter with the City Manager and there were a number of items <br />that were requested by the property owners involved, and the City Manager had <br />assured him he would submit this information in order that these people may <br />have full fnformation. I~ayor Kaufman said he does not know what property is <br />being referred to, but no doubt all members of the Council will be furnished <br />with the information. <br /> <br />SITE FOR INCINERATOR: <br />Councilman Soule stated that a short time ago the Council adopted an ordinance <br />dealing with a site for construction of an incinerator, and it appears from <br />the record that the ordinance was introduced and voted upon prior to the time <br />there was any public hearing on the matter. Later, Councilman Soule said, a <br />number of residents appeared and spoke in opposition to this particular ordin- <br />ance, and submitted petitions. Councilman Soule said he believes the adminis- <br />trative forces were instructed at that time to make a further survey concern- <br />ing the matter, but Councilman Soule said these people are concerned with the <br />fact that the ordinance is of record. <br /> <br />Mayor Kaufman pointed out that the Chair had instructed the administrative <br />forces that no action in condemnation be taken until such time as the Council <br />gives the City Manager further instructions. Councilman Soule said he would <br />like to make a motion to the effect that this Council take no action on this <br />particular ordinance until the results of the study are available to the <br />Council and until a public ~earing is scheduled concerning the matter, and <br />Councilman Soule moved accordingly, further requesting that interested persons <br />who appeared before the Council protesting the incinerator site be notified <br />when this subject is to again be considered by t[~e Council. Mayor Kaufman <br />said tl~is can be done, but l~e thinks the administrative forces were specific- <br />ally instructed that they shall not move in the direction of filing any law <br /> <br /> <br />
