He said in his opinion the law as <br />proposed should be refused because it is poorly written, there are a number <br />of factors which he believes are unconstitutional, and in addition, it is <br />poorly timed. <br /> <br />Mrs. William Dougherty, 7131 Westmoreland Drive, asked to be recognized, <br />which request was granted. Mrs. Dougherty requested that a Bill be drawn <br />up by representatives of the First Ward, or possibly by the Director of <br />Law (whichever is proper) and presented to the Council for consideration, <br />restricting the use of University City swimming pools to citizens of Univer- <br />sity City. Mayor Kaufman stated that such a Bill will be prepared. <br /> <br />Mr. Harry Rogers, a former resident of University City, now residing in Clay- <br />ton, asked to be recognized, which request was granted. Mr. Rogers spoke in <br />opposition to Bill No. 5788. <br /> <br />Mr. John Via, 925 Price Road, Olivette, upon being recognized, stated that he <br />and his family operate a restaurant in University City. Mr. Via spoke in <br />opposition to Bill No. 5788. <br /> <br />Mr. Sam Negrin, 1157 Purdue, was the next speaker, and he supported Bill <br />5788. <br /> <br />Mrs. Evelyn Schrieber, 530 Purdue, asked to be recognized, which request was <br />granted. Mrs. Schrieber, Chairman of the Human Rights Committee of the League <br />of Women Voters of University City, submitted to members of the Council, pur- <br />suant to request of the Council last week, data concerning tabulation of a <br />questionnaire with reference to eating and drinking establishments in Univer- <br />sity City prepared by members of the League. <br /> <br />At this juncture, as a point of order, Councilman Stake asked whether it is <br />proper for the Council to hear persons for the second time as it was neces- <br />sary to turn people away tonight, due to the large crowd, who might possibly <br />have wished to be heard for the first time. Councilman Stake suggested that <br />no one be heard for the second time until all persons are heard for the first <br />time, which would be at the conclusion of all public hearings on this particu- <br />lar issue. Mayor Kaufman said he thinks the Council has already violated <br />that principle in hearing Mrs. Schrieber, whereupon Councilman Stake pointed <br />out this one case was an exception because the Council had requested her to <br />transmit certain information this evening. <br /> <br />At this point, Mr. John E. Jennings, Jr., 7058 Camden Court, asked to be <br />recognized, whereupon Mayor Kau~.~an stated that Mr. Jennings would be heard, <br />however, due to the late hour no other persons could be heard on the subject <br />of Bill No. 5788 this evening, but the public hearing would be continued to <br />next week. Mr. Jennings spoke in behalf of Bill No. 5788 and commended <br />Councilman Baris for having introduced the Bill. <br /> <br />Mayor Kaufman again stated that the public hearing would be continued next <br />week. <br /> <br /> <br />
