Session 587, Minutes <br />January 18, 1960 <br /> <br />Page 8 <br /> <br />Section 74 of the Charter of University City, and he said this is a point <br />on which he would like a legal opinion. Councilman Stake said he wants it <br />made very definite whether this Council has the authority to submit an <br />ordinance as provided in Section 74 of the Charter. Councilman Soule ex- <br />pressed the view, without taking any particular stand on this Bill at this <br />time, that if this provision in the Charter does state, and is meant to be~ <br />that a matter may be submitted to the electorate for its vote, then certainly <br />that is what the people who franed the Charter had intended. Mayor Kaufman <br />pointed out that this involves an interpretation. <br /> <br />Mr. Drexel Chaney, operator of a tavern in University City, upon being recog- <br />nized, spoke against Bill No. 5788. <br /> <br />Mr. Eugene Johnson, 225 Westgate, addressed the Council and spoke in behalf of <br />Bill No. 5788. <br /> <br />Mr. A. G. Simpson, 7535 Drexel, asked to be recognized, which request was <br />granted. Mr. Simpson said he does not know yet which way he thinks specific- <br />ally about this issue. <br /> <br />Mr. Kenneth Fisher, 831 Longacre, upon being recognized~ stated that he is a <br />medical student, and he spoke in support of Bill No. 5788. <br /> <br />Mr. Schmidt, 15 Princeton Place, was the next speaker. He stated that it ap- <br />pears to him from examination of Bill No. 5788 that it is based on the assump- <br />tion that there is in existence some discriminatory legislation. He said he <br />fails to know of any such legislation and therefore sees no need for this type <br />of ordinance. <br /> <br />Mrs. Martha Smith, 1036 East Park, upon being recognized, raised questions <br />concerning University City swimming pools which were answered by Councilman <br />Baris. Councilman Lahrmann suggested that it would be well for the adminis- <br />trative forces to review the rules and regulations concerning the City's <br />swimming pools, and he said as he remembers, the City has the right to re- <br />strict use of the pools to residents of the City. l~ayor Kaufman requested <br />that this matter be checked. <br /> <br />Mrs. David Goldring, 7540 Cornell, speaking for herself and her family, sup- <br />ported Bill No. 5788. <br /> <br />Reverend Edgar Mundinger, Pastor of the Bethel Lutheran Church, upon being <br />recognized, stated that he would like to speak on his own behalf.. Reverend <br />Mundinger urged the adoption of Bill NO. 5788. <br /> <br />Mr. Charles L. Klotzer, 884 Berick, asked to be recognized, which request was <br />granted. In response to question raised by Mr. Klotzer, Mayor Kaufman ex- <br />plained the practice of the Council with reference to hearing all persons who <br />desire to be heard for the first time before giving any person an opportunity <br />to be heard for the second time; however, Mayor Kaufman said, all persons <br />desiring to speak a second time will have a chance to do so. Mr. Klotzer <br />spoke in behalf of Bill NO. 5788. <br /> <br />Mr. Fred Epstein, 225 N. Meramec, Clayton, upon being recognized, stated that <br />the Council must not only consider the consequences of passing such a law as <br />is proposed, but must also consider what the consequences of not passing the <br /> <br /> <br />
