<br />Thomas H. Eliot, 7129 Washington Avenue, professor of political science at
<br />Washington University, upon being recognized, stated that he is speaking for
<br />himself, and he emphasized the constitutional principle of equal rights in
<br />supporting the proposal.
<br />
<br />Mr. Myron D. Levy, 6811 Pershing Avenue, asked to be recognized, which request
<br />was granted. Mr. Levy expressed the view that it is necessary to pass such
<br />legislature and the Council should act promptly and do so.
<br />
<br />Mrs. Jones, 7315 Drexel Drive, was the next speaker. Mrs. Jones stated that
<br />in her opinion the proposed law is not necessary at this time.
<br />
<br />Mr. Warren Groll asked to be recognized, which request was granted.~ He spoke
<br />in opposition to Bill No. 5788.
<br />
<br />Mr. Louis Supic, owner and operator of the Embassy Bowling Lane, 1251 Ferguson,
<br />upon being recognized, stated that he is speaking in his own behalf and for
<br />his father, Mr. Obrad Supic, who owns and operates Big Boy's Tavern adjacent to
<br />the bowling alley. Mr. Supic contended that Bill No. 5788, if adopted, would
<br />force him out of business.

<br />Mr. Charles Kramer, 6920 Raymond, asked to be recognized, which request was
<br />granted. Mr. Kramer said he is opposed to Bill No. 5788.
<br />
<br />Mrs. Catherine Bates, 1039 Midland, was the next speaker. Mrs. Bates sup-
<br />ported Bill No, 5788.
<br />
<br />Mr. Vernon McWhorter, 7304 Lindell, upon being recognized, spoke in opposition
<br />to Bill Mo. 5788. Mr. McWhorter suggested that the Council try to do every-
<br />thing within its power to submit the matter to the voters and permit the
<br />citizens to make a final decision.

<br />Mr. Milford Trunk, owner of the Kings-Del Beauty Shop, 6687 Delmar, upon
<br />being recognized, strongly opposed Bill No. 5788.
<br />
<br />Mrs. Bernard Becket, 7041Kingsbury, was the next speaker. Mrs. Becket spoke
<br />in favor of Bill No. 5788.
<br />
<br />Mr. Mike Kiernan, 19 Princeton, asked to be recognized, which request was
<br />granted. Directing himself to Councilman Baris, Mr. Kiernan asked whether
<br />in Bill No. 5788 the authority is under the police powers of the City, to
<br />which Councilman Baris r~plied affirmatively. Mr. Kiernan then asked Council-
<br />man Baris to explain "if the police powers are really intended to mean any-
<br />thing more than protecting the health, safety and property of the people.~'
<br />Councilman Baris answered that the police power is something very difficult
<br />to define, but is a matter which is under the jurisdiction of the legislative
<br />authority, subject, of course, to the control of the courts and it is some-
<br />thing which the legislature and each individual member of the legislature
<br />must follow and must exercise as he sees it should be exercised, and the
<br />primary concern is the health, safety, morals and general welfare of the public-
<br />of all people.
<br />
<br />Mayor Kaufman stated that a number of legal questions have been raised in re-
<br />gard to a referendum and he assumes that the legal counsellor of the City will
<br />give the Council an answer to all of those points. Councilman Stake quoted
