Session 1938 <br />November 1,2004 <br /> <br />direction. <br /> <br />Ms. Colquitt raised the question about the scholarship policy and how it will affect those <br />children who cannot afford to pay fees and asked about the policy for obtaining <br />scholarships. Her concern was focused on "drop ins" to the recreation center. Mr. <br />Ollendorff advised that scholarships will be applied to the seasonal and annual permits <br />and that he will ascertain if they will also apply to daily fees. Mr. Sharpe suggested that <br />the schools might be a good way to disseminate information about and to administer <br />scholarships, and Ms. Brot inquired if part of the scholarship funds could be directed to <br />ad hoc visits to the center. Mr. Ollendorff will find out and report back to the Council. <br /> <br />Ms. Welsch moved approval and Mr. Sharpe seconded the motion which passed <br />unanimously. <br /> <br />RESOLUTION - Heman Park Tennis Complex <br /> <br />Ms. Colquitt moved to introduce a Resolution whereas the City of University City Park <br />Commission deems it necessary to improve Heman Park Tennis Complex to serve its <br />citizens as well as those in the metropolitan area, and Ms. Welsch seconded, and the <br />Resolution passed unanimously. <br /> <br />BILLS FOR THIRD READING: <br /> <br />BILL NO 8737 - LEVYING A SPECIAL ASSESSMENT OR TAX AGAINST <br />PROPERTY IN A BENEFIT DISTRICT FOR THE PUBLIC IMPROVEMENT OF <br />PERSHING HEIGHTS SUBDIVISION, AND DIRECTING THE ISSUANCE OF <br />SPECIAL TAX BILLS. (Held over from 09~27~04 and 10111104.) <br /> <br />This Bill was read for the third time. <br /> <br />Ms. Colquitt said she was still not ready to move forward on this Bill because the <br />citizens concerned are not in agreement about its financial stipulations. <br /> <br />Mr. Sharpe moved adoption and Ms. Welsch seconded. The roll call vote was as <br />follows: AYES: Ms. Brungardt, Ms. Brot, Ms. Welsch, Mr. Sharpe and Mayor Adams; <br />NAYS: Ms. Colquitt. The motion passed with five to one. Bill number 8737 became <br />Ordinance number 6511. <br /> <br />BILL NO 8740 -AMENDING CHAPTER 10.36 OF THE MUNICIPAL CODE, <br />RELATING TO REGULATIONS FOR SPECIFIC STREETS, BY REPEALING <br />SECTION 10.360150, RELATING TO LEFT TURNS PROHIBITED ON CERTAIN <br />STREETS AT ALL TIMES OR DURING DESIGNATED HOURS, AND <br />ENACTING IN LIEW THEREOF A NEW SECTION TO BE KNOWN AS <br />SECTION 10.36.150 LEFT TURNS PROHIBITED ON CERTAIN STREETS AT <br /> Page 5 <br /> <br /> <br />
