Session 1223, Minutes <br />June 25, 1979 <br /> <br />Page 2 <br /> <br />CHARTER REVIEW COMMITTEE <br /> <br />Mayor Mooney announced the names of seven citizens who have been selected as mem- <br />bers of a Charter Review Committee. They are: <br /> <br />Mr. Charles L. Blackmar Mr. ,I~-,C~an B. Kaufman <br />Mrs. RalFk ?:.wser <br />Mr. Go Don Culberson Ik-. !b%~h J. Wh~e <br /> Mr. Charles A. Werner <br /> <br />Mayer Mooney said this committee has been asked to review the Charter of Ualv~rsity <br />City and make recommendations as to any changes that should be made. M~zt~!~gs will <br />be scheduled and the public will be invited so that they may have some in??t into <br />this matter. A preliminary report will be made in September, and a fina( report <br />has been requested by December 31, 1979. The Mayor said the Charter ha~ been updat- <br />ed periodically in the 32 years of its existence. <br /> <br />APPOINTfIENT TO MISSOURI MUNICIPAL LEAGUE CO}~ITTEE - JOSEPH L. ADAMS, J~.. <br /> <br />Mayor Mooney announced that Councilman Adams has been appointed by Harold Dielmann, <br />President of the Missouri Municipal League, to serve on the League's Standing Com- <br />mittee on Urban Development. He has also been appointed as a member of the General <br />Revenue Sharing Action Committee, which is responsible for directing the reenact- <br />ment campaign in Missouri. Mayor Mooney noted how important it is to have people <br />from University City as representatives to important committees, so that the City's <br />point of view will be well represented. <br /> <br />CITY MANAGER'S REPORTS <br /> <br />SETTING PUBLIC MEARING ON LIQUOR LICENSE APPLICATION - CICERO'S~ !NC. <br /> <br />The City Manager said that the City has received an application for a license to <br />sell all kinds of intoxicating liquor by the drink at retail by Mr. Shawn E. Jacobs, <br />managing officer of Cicero's~ Inc., 6508-10 Delmar Blvd. Cicero's currently has a <br />3.2% beer license at this location. The application appears to meet the require- <br />ments of the Municipal Code. Section 4-6 (5) of the Municipal Code requires that <br />a public hearing be held, and it would be in order for the Council to set that hear- <br />ing on July 16, 1979, at 8:00 P.M. <br /> <br />Councilman Sabol so moved, seconded by Councilman Metcalfe and unanimously carried. <br /> <br />CONSIDERATION OF BID FOR TRANSFER STATION IMPROVEMENT <br /> <br />The City Manager said that the City has solicited bid proposals for the installa- <br />tion of tensioned cables below the ramp of the transfer station in the Central Gar- <br />age Complex with the following response: <br /> <br />A. E. Feager, Inc. <br /> <br />$ 4,470 <br /> <br />The project is necessary to protect the side walls of the ramp against lateral <br />shifting due to heavy loading on the ramp. Only two companies in the area special- <br />ize in this work, and only one company submitted a bid. The administrative forces <br />recommend that this bid be accepted. <br /> <br /> <br />
