A1 Goldman, Director of <br />Planning, was invited to comment, lie explained this was included in the <br />14 locations that were approved by the Council and these were further re- <br />duced to 10 locations when the gap studies were conducted to determine <br />which signals would meet the requirements of the federal program. The <br />North and South and Blackberry location was still included in the 10 sig- <br />nals that remain. <br /> <br />Councilman Ueissenburger moved to delete North and South and Blackberry from <br />the five year capital improvement plan. l!otion was seconded by Councilman <br />Liebermano City ~nager Henry pointed out that the Council had approved a <br />contract which specifically listed this signal for the engineering work. <br />Upon vote~ all members of the Council voted AYE with the exception of <br />Councilman Adams and Councilman Glickert, who voted NAY. 'i~e motion there- <br />fore carried. <br /> <br />~. Ellman noted that the 4 signals listed were on the approved list of the <br />City Council, and work should be continued. ~y change in the contract or <br />negotiation would occasion much delay in the installation of these 4 sig- <br />nals. The Council recognized this problem and agreed to proceed with the <br />installation of the 4 signals for next year~s budget. <br /> <br />Councilman Werner moved approval of the June 20th, 1975 memo plus the <br />changes read by ~o Ellman. ~Iotion was seconded by Councilman Grimm and <br />unanimously carried. <br /> <br />Councilman Lieberman said a memo had also been received from ~r. Ellman <br />concerning methods by ~ich the revenue could be increased, and he pointed <br />out that Councilman U~rner and Councilman I~issenburger had recommended <br />user fees. He said with regard to the Golf Course, ~;i~ing Pool and <br />Skating !link, he would suggest leaving the fees as they are and screening <br />users very carefully, in terms of being University City residents vs. <br />non-University City residents. Councilman Lieberman said he would be op- <br />posed to raising rates at the Community Center. As for parking meter reven- <br />ues~ he said he feels they should all be taken out. Uith reference to <br />Court fine structure, he said Judge Boisseau made some comments about it <br />which he agrees with: that is, that his Court should be on the idea of de- <br />terring ordinance violations and not be an instrument to swell the City's <br />coffers. Therefore, Councilman Lieberman agreed the fine structure should <br />be left to Judge Boisseau. He said he agrees with ilr. Ellman that inspection <br />fees should not be raised. Councilman Lieberman said a considerable point <br />was made about ambulance fees and for the time being he would suggest keep- <br />ing the same policy, but to continue to collect data. <br /> <br />Councilman Glickert moved that the 1975-76 Budget be adopted. Motion was <br />seconded by Councilman Grimm and unanimously carried.
