A1 Goldman, Director of Planning, was invited to comment, lie explained this was included in the 14 locations that were approved by the Council and these were further re- duced to 10 locations when the gap studies were conducted to determine which signals would meet the requirements of the federal program. The North and South and Blackberry location was still included in the 10 sig- nals that remain. Councilman Ueissenburger moved to delete North and South and Blackberry from the five year capital improvement plan. l!otion was seconded by Councilman Liebermano City ~nager Henry pointed out that the Council had approved a contract which specifically listed this signal for the engineering work. Upon vote~ all members of the Council voted AYE with the exception of Councilman Adams and Councilman Glickert, who voted NAY. 'i~e motion there- fore carried. ~. Ellman noted that the 4 signals listed were on the approved list of the City Council, and work should be continued. ~y change in the contract or negotiation would occasion much delay in the installation of these 4 sig- nals. The Council recognized this problem and agreed to proceed with the installation of the 4 signals for next year~s budget. Councilman Werner moved approval of the June 20th, 1975 memo plus the changes read by ~o Ellman. ~Iotion was seconded by Councilman Grimm and unanimously carried. Councilman Lieberman said a memo had also been received from ~r. Ellman concerning methods by ~ich the revenue could be increased, and he pointed out that Councilman U~rner and Councilman I~issenburger had recommended user fees. He said with regard to the Golf Course, ~;i~ing Pool and Skating !link, he would suggest leaving the fees as they are and screening users very carefully, in terms of being University City residents vs. non-University City residents. Councilman Lieberman said he would be op- posed to raising rates at the Community Center. As for parking meter reven- ues~ he said he feels they should all be taken out. Uith reference to Court fine structure, he said Judge Boisseau made some comments about it which he agrees with: that is, that his Court should be on the idea of de- terring ordinance violations and not be an instrument to swell the City's coffers. Therefore, Councilman Lieberman agreed the fine structure should be left to Judge Boisseau. He said he agrees with ilr. Ellman that inspection fees should not be raised. Councilman Lieberman said a considerable point was made about ambulance fees and for the time being he would suggest keep- ing the same policy, but to continue to collect data. Councilman Glickert moved that the 1975-76 Budget be adopted. Motion was seconded by Councilman Grimm and unanimously carried.
