As to safeguards for the community in this project, Iir. Schechter said
there will be no less than four professional staff members at all times;
there will be live-in professional staff people, one family on each floor;
there is a strict set of rules %~ich must be adhered to at all times; the
Service has always been a good neighbor to the people %~ere it is now located
in Olivette and he said there is no reason to believe they would not continue
to be a good neighbor. Yhe Olivette operation will be closed.

~. Schechter expressed the view that the program that is proposed will be
an asset and benefit to the community, and the geographic location at 6816
Uashington is ideal for the purpose.

~. Joe Palazzola, Director of YES, gave a summary of the background. The
organization opened its doors in 1968. The idea for this service was initial-
ly conceived by a group of Junior High S~ool students who were concerned
that traditional agencies were not respondin~ to the needs of youth. The
United Fund support was begun in 1972.

~. Palazzola and ~. Schechter answered questions posed by members of the
Council. ~. Schechter said they have a contract to purchase the six-family
apartment building and the contract will be closed before the end of the
month, lie said that every effort will be made as needed to relocate the
present tenants. As for an outside sign, i{r. Schechter said he doesn't be-
lieve that a sign of the size presently in use at their Olivette location
would be necessary, i[r. Palazzola introduced lIr. Paul l~upferberg, architect,
who described the type of sign that they plan to use which would be in accord-
ance with City requirements. I[r. Palazzola explained resources which have
been developed and facilities which are provided if a young person doesn't
wish to return home. He said that in 1972, 25Z of the young people were
University City residents, and last year, the figure was 14~ (of University
City youngsters).

Schechter read a list of the names of trustees and Board members.

~%e following persons were heard in opposition:

~. Gary Nelling

6816 ~shington

Mrs. Beulah H. Chambers

6823 Kingsbury

I~{r. Eugene Schweig

6900 I,~ashington

!~s.. Franklin Fick

6816 Uashington
6911 Washington

Primary reasons for the opposition were: this would be an inappropriate
land and zoning use; would interrupt normal living activities; permanent
residents are being displaced; will change the general tenor of the nei~bor-
hood; the sign identifying the building will not enhance the area; will
