A. Ellman, whether <br />he found the lighting for the pavilion in Millar Park was in the budget, <br />whereupon i. Ir. Ellman advised that it is not in the budget. Councilman <br />Lieberman asked what the problem would be in providing for it in the bud- <br />get if it is not already provided for or, if ~. Ellman is not correct, <br />could the mone~ be spent even though it is not in the Park Department <br />budget. The City Manager explained this would be a contractual service <br />account -. it can be handled out of Contingency, if necessary. <br /> <br />(ClTY}LaX{AGER'S SALARY): <br /> Mayor I~aufman inquired as to the pleasure of the Council with regard to <br /> increasing the City Manager's salary by $1,250. Councilman Epstein moved <br /> accordingly. I/orion seconded by Councilm-n Lieberman and unanimously <br /> carried. <br /> <br />Councilman Werner asked the City l..~nager ~,~ether the compensation bill <br />(proposed ordinance) reflects the increases as read off by }ir. Ellman <br />about the detailed budget changes' -the uniformed police, uniformed fire- <br />men, supervising m~chanics, etc., as set forth in the memorandum. The <br />City l~anager said it does. Councilman Werner then asked whether it pro- <br />rides for the 5 1/2% increase, etc., whereupon the Manager said customarily <br />the Council has adopted a memo on these changes, that is, the timing of the <br />changes and he explained how the pay ordinance is set up. <br /> <br />Councilman Lieberman moved adoption of that section of the memorandum, <br />dated June 20, 1969, labeled "1. Personnel" d~n to, but not including <br />"Contractual Services." Motion seconded by Councilman Epstein. Ail <br />members of the Council voted AlE with the exception of Councilman Werner <br />who voted 11A¥. The motion therefore carried. <br /> <br />WORKING HOURS - CITY HALL: <br />The question of Saturday working hours for City Hall employees was raised <br />by City I/anager Henry and he called attention to his memo, suggesting that <br />the City Hall be open Faturday morning in a few offices, but these people <br />would receive compensatory time and that the regular working force would <br />work from 8:15 to 5:00 as they do now, on Monday, Tuesday, Thursday and <br />Friday, and from 8:15 to 6:00 onW ednesday. MaYor Kaufman said unless <br />there is some objection, this can be handled administratively. This was <br />satisfactory to the members of the Council. <br /> <br />HOLIDAYS FOR U. CITY EMPLOYEES: <br />Questions w ere raised by Councilman Werner concerning holidays for City <br />employees and this was explained by the City Manager. Councilman Werner <br />asked that the record reflect the fact that this year the employees will <br />be getting an added vacation benefit. <br /> <br />Councilman Epstein asked that the record reflect the changes, which are <br />as follows: <br /> <br />The vacation leave program for all employees will recognize the <br />basic five day week and the need for provid/ng a holiday for <br />special purposes (eg. the Jewish Near Year and Day of Atonement, <br />Martin Luther King Day, Good Friday). <br /> <br />Continued, next page <br /> <br /> <br />
