Special Session 936, Minutes <br />June 30, 1969 <br /> <br />Page 8 <br /> <br />Bills for Second Readin~ continued: <br /> <br />BILL NO. 6624-~24ENDING C}~PTER 2 ~3NICIPAL CODE RELATIL'G TO ADI{INISTRATION: <br /> <br />Bill No. 6624 was given its second reading. <br /> <br />Bill No. 6624 was given its third reading. <br /> <br />Councilman Werner moved that Bill No. 6624 be adopted as an ordinance. <br />Motion seconded by Councilman Lieberman. Upon roll call~ the following <br />vote was recorded: AYES: Councilmen Lieberman, Grimm, Werner, Epstein, <br />Glickert and Mayor l(aufman. NAYS: None. ABS~T: Councilman Woods. The <br />motion therefore carried and Bill No. 6624 was adopted as Ordinance No. <br />4518. <br /> <br />BILL NO. 6625 m~E~DING CHAPTER 21 RELATING TO MOTOR VEHICLES A~) TRAFFIC <br />(SECTION 2!_=174): <br /> <br />Bill No. 6625 was given its second reading. <br /> <br />City Manager Henry said he was unable to attend the Traffic Commission <br />meeting when this was discussed~ the bill proposes half iarricades at <br />both ends of Stanford, at the Gay Avenue end and the Swarthmore end, and <br />this is much more stringent an arrangement than has been done on any street <br />in the City. In his opinion, if the barricade were placed at Swarthmora <br />only, it would alleviate some of the problem. He said he is somewhat con- <br />cerned that there might be considerable reaction to the proposal as set <br />forth in Bill No. 6625. <br /> <br />Councilman Grimm said he thinks the Council ought to act promptly, but he <br />doesn't object to further consideration. He said the original petition <br />called for closing at either Swarthmore or Gay, but it was the Traffic <br />Commission's idea to close at both places, and he doesn't think the resi- <br />dents would object if it were modified to designate one rather than both. <br />He said he would like to have a suggestion from the City forces and would <br />like to take it up with the residents. <br /> <br />City Manager Henry said he recommends eliminating the half barricade at <br />Gay and leaving in the half barricade at Swarthmore. Discussion follow,ed. <br />Councilman Lieberman requested that when the City .Manager prepares his <br />memo he should include a very rough sketch of what he means by half barri- <br />cade and where. <br /> <br />Further action on Bill No. 6625 was deferred. <br /> <br />PROPOSED REZONING OF WESTOVER-RITTERTrRACT: <br />Mayor Kaufman said a bill appears on the City Clerk's Docket tonight for <br />introduction, proposing rezoning of the Uestover property, and there may <br />be some people here tonight who wish to speak to this issue, l~r. Morris <br />Pokres, Macey's Drugs, 8219 Delmar, upon being recognized, spoke in <br />opposition to the proposal° He said if a Target Store is permitted, the <br />amount of taxes which they will be required to pay will not overshadow the <br />loss from independent merchants who will be forced out of business, and <br />the type of construction would lower real estate values in the vicinity~ <br />also, the City would have to provide additional services. <br /> <br /> <br />
