The bill was assigned number 6626 and given its first reading. In response to an inquiry by Councilman Lieberman, City Counselor Morris said he is certain the Director of Public Works, A. B. Dieckgraefe, will check out the description of the property to make sure that it includes only the acreage planned to be developed as discussed during the public hearing last week. BILL NO. 6527 - SURRENDERING ~'~ QUITCLAIMING THE PUBLIC EASemeNT AND RIGHT-OF-WAY IN A PORTION OF GROBY'S SUBDIVISION: A bill was introduced by Councilman Lieberman, entitled: "A~] ORDINAl]CE SURRFiqDERING ~D QUIT-CLAIMING ~IE PUBLIC EASemENT AND RIGHT-OF-WAY IN THE HEREIN DESCRIBED PROPERTY IN A PORTION OF GROBY'S SU3DIVISION, LOCATED IN THE COUNTY OF ST. LOUIS, }{ISSOURI, AND DIRECTING THAT TI~ OP~INANCE BE RECORDED IN THE OFFICE OF THE RECORDER OF DEEDS OF ST. LOUIS COUNTY, MISSOURI." ~e bill was assigned number 6627 and given its first reading. Mayor F~ufman stated that there will be no further action on this matter (proposed rezoning of Westover-Ritter tract) this week and he asked whether the applicant has any further comments. Mr. John Boeger, attorney, repre- senting the petitioners, stated that they have no comments but are here to answer~any questions that might be raised. Councilman Werner said he has a question - he is not certain it was fully answered last time or whether there was some misunderstanding. He said last week he posed a question to the effect that if the zoning were changed so there would be a limited use and the Council would restrict the build- ing so there would be no grocery department, would Target go ahead with a retail section without a grocery department. }{to Boeger said he believes the question was asked of Mr. Guidera, (Director of Real Estate, Dayton Corporation) whereupon Mr. Guidera came forward. He said that would be a substantial portion of their business - they have not faced the question directly, but his recommendation would be not to proceed - their applica- tion is for a 151,000 square foot structure which would include approximate ly 23,000 feet of retail food. He said his answer is different tonight, based now on the fact that he has had an opportunity to review this point. ~ir.
