Motion seconded by Councilman Lieberman <br />and unanimously carried. <br /> <br />Mayor ~aufman said this has been discussed before: the Council might con- <br />sider raising the authority of the City Manager to pass on these items up <br />to approximately $3,000 and giving the Council a report, because every <br />year the Council passes on these items without too serious objections <br />(other than was experienced with respect to the Salt item), but this is <br />a matter on which the Council ought to make a determination. <br /> <br />BID PROPOSALS FOR SUPPLYING ASPHALT OILS: <br />City Hanager Henry stated that bids have been received for furnishing of <br />asphaltic materials for the period July 1, 1967 through June 30, 1968 <br />and although five companies were contacted in regard to the bid invita- <br />tion only ~o responded. <br /> <br />The administrative forces recommended that contract be awarded to the <br />Missouri Petroleum Products Company on the following basis:-- <br /> <br />8000 GALS. ASPItALT <br />CUT BACK M.C. 4 <br /> <br />10,000 GALS. ASPf~ALT <br />CATIONIC E~fULSIONS <br /> <br />30,000 GALS.ASPHALT, <br />,5/100 PENETRATION <br /> <br />$0.1713 $0.1783 $0.1713 <br /> <br />--this being the lowest and best bid. City Manager Henry reviewed the <br />matter further and called upon City Engineer A. ~. Dieckgraefe to answer <br />some questions propounded by members of the Council and they also dis- <br />cussed technical details. <br /> <br />Councilman Epstein moved that the recommendation of the administrative <br />forces be approved and that contract be awarded to the Missouri Petroleum <br />Company as set forth above, this being the lowest and best bid. Motion <br />seconded by Councilman Lieberman and unanimously carried. <br /> <br />BID PROPOSALS FOR SUPPLYING GASOLINE: <br />The City 1~nager stated that bid proposals have been received for the <br />furnishing of the gasoline requirements of the City for the next fiscal <br />year. He said prices were requested on a fixed and upon an escalated <br />basis - three companies submitted a fixed and firm price for the entire <br />yearl one company bid upon an escalated basis, fluctuating with consumer <br />tank wagon price. The City's estimated requirements are 192,000 gallons <br />of regular and 5000 gallons of premium gasoline - and all prices indicated <br />in the agenda item are less Missouri State Tax of 5¢. He said that <br />anticipating the fluctuation of the gasoline market in the next year is <br />an almost impossible problem. ~e administrative forces recommended that <br />the contract be awarded to Sinclair Refining Company on the following <br />basis: <br /> <br />BRAND OF GASOLINE <br /> <br />Sinclair Dino <br /> <br /> FIXED PRICE <br /> <br />11o45¢ '~3.45¢ <br /> <br />ESCALATED CENTS PER GAL.OFF <br />COilSZE~k T;o~q( ~GO~ Pit!C~ <br /> <br />--this being the lowest and best price. <br /> <br />The City 1,~nager answered questions. <br /> <br /> <br />
