Session 1939
November 15, 2004

the Olive Boulevard area and contribute tax resources to the city government and to the
school district.

Mr. Wagner moved approval and Mr. Sharpe seconded the motion.

Ms. Brot thanked the City Manager for providing details and then she asked where the
construction workers will park their cars? Mr. Ollendarff advised that the Zoning
Ordinance requires one parking space per every 200 square feet of retail floor space
and that this plan provides even more spaces on the parking lot than actually required.
Ms. Brat reiterated that her concern was for adequate parking spaces for the workers
during the period of construction. The City Manager said it was the developer's job to
provide a plan to deal with parking issues during the construction to meet the City's
requirements and that they would probably phase it in to the process.

Ms. Brungardt asked if there was currently another Aldi's on Olive Boulevard and how
this proposed one would differ substantially from it? She was advised that this one is
bigger, 15,000 square feet, and more prominent at a major intersection instead of stuck
mid-block and that it is much more visible. Mr. Wagner said Aldi's would own the
building instead of being a tenant. Ms. Brat commented that the description is for a
new, attractive building with nice landscaping. Mr. Sharpe said the store will offer more
items for sale to the public. Ms. Calquitt said the newer Aldi stores are much more
appealing than the older ones were; they are much neater looking.

The motion passed unanimously.

Recreation Club Fees for After-School Proqram

Mr. Ollendorff recommended approval of the fees set for after-school programs at ten
dollars per week. A number of questions were raised at earlier meetings for which he
has provided the answers. This recommendation includes Scholarships at two levels:
thirty-three per cent and sixty-six per cent, depending upon family income, to be
processed using the School District's criteria.

Ms. Welsch moved approval and Ms. Brot seconded.

Ms. Colqutt commented that she requested removal for discussion and admitted that it
may have been for the wrong reason; she confused these fees with those for the use of
the Recreation Center per se and apologized to the Council.

The motion passed unanimously.

COMMENTS ON NON-AGENDA ITEMS

Mike Greenwood, 7840 Greensfelder Lane, represents nine of the ten residents on
Page 5
