Session 1939 <br />November 15, 2004 <br /> <br />ON THE EAST LEG OF TRINITY AVE. AT DELMAR BLVD BETWEEN THE <br />HOURS OF 7:00 A.M. AND 9:00 A.M. AND BETWEEN THE HOURS OF 4:00 <br />P.M. AND 6:00 P.M. ON ALL DAYS EXCEPT SATURDAYS, SUNDAYS AND <br />HOLIDAYS; CONTAINING A SAVINGS CLAUSE AND PROVIDING A <br />PENALTY. (Held over from 10/11/04 and 11101104) <br /> <br />Mayor Adams commented that Bill Number 8740 was held over from previous meetings <br />and asked Mr. Wagner and Ms. Brot "what is their pleasure" in respect of this Bill? <br />Mr. Wagner said he agreed with restricting left turns at dangerous times, but the result <br />of doing so will move more traffic into the area of Kingsland Avenue and Delmar <br />Boulevard which has an insufficient left turn phase causing traffic to back-up at this <br />junction. His understanding is that the City Manager approached the County of St. <br />Louis to obtain a longer turn phase at this light. His considers this Bill more attractive <br />with the change just mentioned because the issues are "coupled together." <br /> <br />Ms. Welsch said her understanding was the Council would not vote on the Bill until <br />information was received from the County and Mayor Adams advised that the City had <br />received information and then he asked Mr. Ollendorff to report on the matter. Ms. <br />Welsch then asked if the Council would also wait to hear if it is appropriate to not limit <br />traffic turning left on Saturdays. Mr. Ollendorff said the County responded in a letter <br />dated November 1, 2004 which covered seven or eight different issues relating to <br />This intersection issue. They agreed with most minor items such as repainting <br />crosswalks, no left and no through traffic, but they did not respond one way or the other <br />about changing the signals at Kingsland Avenue. They did say that if the City prohibited <br />the left and through traffic in front, the City should direct the opening of the gate on <br />Kingsbury Avenue at Big Bend Boulevard. Mr. Ollendorff said he regards this as a <br />partial response only and further communication with the County is needed. The City <br />can argue that it has no jurisdiction over private street gates and that the City Council <br />has generally avoided making recommendations to owners of private streets to do so. <br />He wants to persevere with the County, either with the Department of Highways and <br />Traffic staff or with elected officials. The basic request is that there be a left-turn arrow <br />at Kingsland Avenue and Delmar Boulevard to ease the flow from this area. He <br />believes it is appropriate to hold this ordinance while the partial answer from the County <br />is pursued further. <br /> <br />Mr. Wagner agreed with detaining the ordinance for additional information. He does not <br />favor delay but neither does he want to impose a decision upon citizens which is <br />unacceptable. He wants further information from the County and asked that Ames <br />Place trustees be notified about the County's request to open the gates and to <br />determine their feelings on this matter. <br /> <br />Ms. Brot asked if East West Gateway is involved in this issue and was advised by Mr. <br />Ollendorff that the City Council has received a professional traffic study, advice and <br />requests from citizens and from the City staff and have agreed upon six or seven action <br /> Page 7 <br /> <br /> <br />
