Study Session 1944 <br />January 10, 2005 <br /> <br />Mr. Sharpe agreed with this idea. Ms. Brot said she thinks the task force would be very <br />valuable and she wants to be sure that the City's liability is considered if another <br />technology replaces cell phones. She is concerned with the legal issues related to cell <br />phone towers no longer in use. She considers them to be "eyesores." <br /> <br />Mr. Wagner said research is needed on the list of questions submitted by <br />Councilmember Welsch, but he is not convinced that a citizen task force is the best way <br />to accomplish this task. The City staff can probe some of the questions and achieve <br />better responses, he believes. He said that he does not know what the dynamics of the <br />task force will be with regard to the City Council and the City staff. He said he hopes <br />there would be communication between that group and the City Council. He hopes also <br />that the City Manager is willing to research crucial questions posed by the task force <br />and that he will consider their opinions. He would also like the Plan Commission to <br />contribute their findings to the City Council. In conclusion, he is not sure that a task <br />force is needed and that forming one would raise a number of questions relating to <br />dynamics. Ms. Colquitt agreed with Mr. Wagner and said that if a task force is not <br />formed, she would be willing to undertake research on Ms. Welsch's questions and on <br />other ones and to report back to the Council. Ms. Brungardt said she is not sure which <br />direction the Council should take, but she did read some recent "hard science on cell <br />phone towers" and it is worth considering. Mayor Adams said he agreed with Mr. <br />Wagner that a task force is not needed at this time. He favors a report from the City <br />staff and the Plan Commission. <br /> <br />Ms. Brungardt asked Ms. Welsch if some citizens were interested in serving on such a <br />group and Ms. Welsch said some had volunteered the night of the Public Hearing, <br />although she had not recruited members herself. Ms. Welsch compared the formation <br />of this group to the formation of the Economic Advisory Board. <br /> <br />Mr. Sharpe moved to table the matter until a later time, that date being uncertain. Mr. <br />Wagner seconded. Mayor Adams advised a motion to table is not debatable. The <br />motion passed with five "AYE" votes and two "NAY" votes (Ms. Brot and Ms. Welsch). <br /> <br />Mayor Adams asked Mr. Ollendorff to look at the list of questions submitted to see if a <br />response can be obtained. Mr. Wagner commented that this might be better discussed <br />at a future study session. Ms. Welsch said Councilmembers cannot go into all the <br />details of the questions at a study session because members do not have time to <br />prepare adequately. She hopes that it will not be delayed any longer and asked what <br />the protocol would be since the matter goes to the Plan Commission at the end of the <br />month. Can it be delayed on their agenda until after the Council discusses the matter <br />further? Mr. Ollendorff asked if everyone agreed with this request and if so, he would <br />advise the Plan Commission that Council wanted them to hold the matter over until their <br />next meeting. Mr. Wagner said that the Council should have a study session to decide <br />upon a task force.
