Study Session 1944 <br />January 10, 2005 <br /> <br />Mr. Ollendorff commented upon the Resolution just approved by the Council and said <br />that it was his opinion that the selection of the City Manager is as important as any task <br />that a City Council can undertake, so he urged each member of Council to serve on the <br />committee and take part, and secondly, he thinks the City Manager selection process is <br />the most essential personnel matter that Council can ever undertake and he urged that <br />much of the initial deliberations be conducted in executive session. He suggested that <br />when the time comes to make a selection and to announce the process, the Council will <br />want to do it in public and a transparent manner, but since this is essentially a personnel <br />matter, he urged the council to conduct initial deliberations in executive session. <br /> <br />Mr. Sharpe said the Council has just agreed to do just that. Mayor Adams questioned if <br />that was really the case. Mr. Sharpe said that he and Mr. Wagner agreed to initiate the <br />resolution to clarify the subcommittee and avoid any confusion. Mr. Wagner said he <br />agreed with Mr. Sharpe who had indicated that there could be more than three <br />members of the committee without needing public meetings, because a subcommittee <br />can go into executive session, since they are subject to the Sunshine Laws, as well. <br /> <br />Mr. Ollendorff advised that the next Resolution should be held until after the <br />accompanying Ordinance is approved. Ms. Brot wanted to know what that next <br />Resolution was, and Mayor Adams added that because there was a second resolution <br />he had preferred discussing them later, when both could be considered at the same <br />time. Mr. Ollendorff explained that there were two resolutions on the Agenda: the first <br />one they had just discussed and allowed him to comment upon and the second which <br />called for the development plan for 7201 Balson Avenue. He said the second one <br />should not be acted upon at this time. A zoning ordinance must first be in place before <br />the Council can act upon this resolution. Ms. Brot asked if the zoning ordinance was in <br />the current packet and was told it was there; that it is the third bill on the legislative <br />docket, Number 8753, and it must be adopted in the correct order. <br /> <br />CONSENT CALENDAR <br /> <br />Mr. Ollendorff said the Consent Calendar includes recommendation for two Public <br />Hearings. The first is for a liquor license for 8041 Olive Boulevard, the Farmer's Market. <br />All of the information has been submitted so a Public Hearing is recommended for the <br />next Council Meeting and notices to be sent to those deemed necessary to receive <br />them, those people within 500 feet. The second is a rezoning required by law on the <br />property at Kingsland and Vernon and should be held at the next Council Meeting as <br />well. Also, there are two bids to be awarded: one is a contract for pruning City trees to <br />Gamma Tree Service and the second is to replace the transfer station and shed. Mr. <br />Ollendorff noted that the bid from Ray's has been withdrawn. <br /> <br />Page 5 <br /> <br /> <br />
