I <br />recommend that the project be awarded to Schuster Engineering Inc. for their low bid of <br />$14,878.00. <br /> <br />Mr. Schoomer moved adoption of the consent calendar. Mr. Wagner seconded the <br />motion, which carried unanimously. <br /> <br />AGENDA #2: ANNUAL BUDGET PUBLIC HEARING: <br /> <br />Mr. Ollendorff said that the City Council has called for a second public hearing to be <br />held on the date and time to receive any comments or suggestions for the City's budget <br />for the fiscal year beginning July 1, 1998. <br /> <br />Mayor Adams declared the public hearing open. <br /> <br />Mr. Arthur Smith, 1481 Partridge, said he was here on behalf of the Partridge Heights <br />Neighborhood Association. He asked that the City consider adding funds in the new <br />budget for hiring additional personnel in the Housing Code Department. Secondly, he <br />would like to see extra money added to fund extra court sessions. Thirdly, he would <br />like to see funding for a revised informational booklet for University City residents. His <br />neighborhood is located on the inner ring and as a result, they are encountering <br />problems, where the building codes are not being followed by the residents in their <br />area. The housing code enforcement department, as a result, appears to need <br />additional personnel to handle this work. Evidently, there is very long delays in the City <br />Court hearing citations that are being given to the property owners in their area. He <br />has reason to believe that the City's informational booklet has not reached every <br />resident in the City, especially in their area. He recently received a copy of the booklet <br />and he noticed that there are items left out of it which could be used by the residents. <br />For example, people doing major automobile repair work on the street, or using their <br />homes as auto repair shops. Mr. Smith said that these were good people, but they just <br />do not know the laws of University City. These kind of issues should be addressed in a <br />revised informational booklet. It should emphasize the do's and don'ts for residents. <br /> <br />Ms. Elsie Glickert, 6712 Etzel, said she agreed with Mr. Smith's comments and said <br />that the staff should be proactive, rather than reactive. She asked how much additional <br />money was in the budget for maintenance of trees. At the base of the City's trees are <br /> <br /> <br />
