She said that there <br />should be because this area needs a lot of help. Money is put into the Loop, as it <br />should, but our attention should also be on Olive Street Road, a state road. She <br />wished to suggest that decorative gates be built on some of the smaller streets leading <br />off of Olive, similar to the ones that were installed at Majerus Park. She said that <br />$5,000 per street was not very expensive and should be considered. She also <br />suggested the student sculptures from Washington University be placed in various pads <br />along Olive Street Road. Olive and Kingsland needs additional attention, possibly <br />sculpture and definitely shrubbery. She asked if there were any consideration for <br />replacing the boxes in the alleys with personal boxes. The people in the alleys pay the <br />same amount of money for refuse pickup as people with driveways. The multiple family <br />boxes are a nuisance and the City is subsidizing trash haulers. The pilot program for <br />this is not working well, because the City is making the residents place their trash in the <br />front, where they have no driveway. She does not understand why the City can not <br />pick up in the alley. They should not be penalized. She said that the Lewis Park pond <br />fish are darling and she asked that they remain permanent, but put half in Majerus <br />Park. She also asked that a half barricade be installed at Etzel and Sutter, which has <br />been asked for before. <br /> <br />Being that there were no requests to speak, Mayor Adams declared the public hearing <br />closed. <br /> <br />AGENDA #3: LIQUOR LICENSE PUBLIC HEARING - 1255 FERGUSON: <br /> <br />Mr. Ollendorff said that an application for a liquor license at this location was denied by <br />the City Council pending a waiting period to observe this new restaurant in operation. <br />The owner advises that they have been open since February and wish to be considered <br />for a liquor license. The next step is for the City Council to schedule a public hearing <br />which could take place on June 8, 1998 at 7:30 p.m. The property will be posted with a <br />notice of this public hearing and some of the nearby residents, who signed a petition <br />opposing this license, will also be notified of the hearing. <br /> <br />Mr. Lieberman asked if there was any actual evidence that the restaurant has been <br />operating, such as sales receipts. Mr. Ollendorff said that the applicant would have to <br />be asked to demonstrate the amount of business done. <br /> <br />Mr. Wagner said that the past practice of Council was to require six months operation of <br />the restaurant before consideration of the liquor license, which would mean this <br />applicant would not be due until August. Mayor Adams reminded Mr. Wagner that back <br />in November, the majority of Council allowed the applicant to return in three months, <br />due to extenuating circumstances, instead of six months. <br /> <br /> <br />
