<br />Session 1555, Minutes <br />October 21, 1991 <br /> <br />Page 3 <br /> <br />'!he city Manager discussed each item briefly, pointing out where allocations <br />or items were different than in the past. He noted that administrative costs <br />were reduced substantially so that lOOre lOOney can go into the programs. He <br />said COUncil need not act if it wished to continue using loan repayments from <br />the Home Rehab loan program for further housing improvement loans. <br /> <br />Ms. Janet Becker, 8655 West Ki.rY:Jsbury, said she ani another representative of <br />Adequate Housing for Missourians att.erxied the recent COoo public hearing, am. <br />were concen1ed that naming the areas to be serviced will tie the City I s harXls <br />in case there is an emergency that needs furrling in another area. A secorrl <br />COnceJ:n is demolition--since her group wants to see housin:J rehabilitated for <br />low-income citizens through the Halle Rehab loan program, they felt perl1aps <br />some of the demolition lOOney could be put into that program. <br /> <br />Mr. Ollemorff responded that the County ani Federal Government want to know <br />precisely where the projects are taking place, if the City knows; the Council <br />does know where demolitions arE: needed, but forestry ani trees are not speci- <br />fically pinpointed except they must be in an eligible area. <br /> <br />Mrs. Schuman assumed the buildings in question could not be rehabilitated, <br />ani Mr. Ollemorff said the City has tried to give the buildings away free to <br />anyone willing to invest the necessary lOOney to rehab them, but so far has <br />had no takers. He said that offer stands until they are actually torn down. <br />Mayor Majerus said the Planning Department has made an active effort to fW <br />rehabbers, but apparently the cost of renovation is too great. <br /> <br />In response to Mr. Price, Mr. Ollemorff said commercial code enforcement <br />takes place in the only eligible areas, on Olive ani the Dellnar!Dop. Urx:ler <br />Forestry, Trees, Mr. Price asked if these were new trees. Mr. Ollerx:lorff <br />said that was correct, ani the amount includes part of the Forester IS salcny. <br />Mr. Price asked about the ramifications of taking perl1aps $20,000 from this <br />account for another purpose. Mr. Ollerx:lorff said there would be fewer trees <br />on Olive, in the northeast area, ani in Parkview Gardens. <br /> <br />Mrs. Schuman asked if it was anticipated that any of the eligible areas may <br />change after 1990 census infoL'11.'Iation is received. Mr. Ollerx:lorff believed <br />there may be some changes, but the city has not yet received detailed infor- <br />mation on this. <br /> <br />Mr. Wagner asked why Home Rehab .Mministration was so low. Mr. Ollemorff <br />said the City was no longer chcu:ging the clerical ani administrative time of <br />City officials to that program, ani the only out-of-pocket costs are credit <br />ani title checks. Responding t:o Mr. Wagner, Mr. Ollerx:lorff said if lOOre lOOn- <br />ey were put into rehab loans, it would have to be taken from another program. <br />He said loan repayments are tUl.ned over to the st. louis County Conununity De- <br />velopment office', which then processes the next applicant. <br /> <br />Mr. Adams moved approval as rec:ommerxied, ani Mr. Schoamer sec:orXled the lOOtion. <br /> <br />In response to Mrs. Schuman, Mr. Ollerx:lorff confi.nned that about $90,000- <br />$100,000 in home improvement loans that are made each year is not shown in <br />the above listing since that money is recycled from loan repayments. <br />
