Ms. Ratner said after <br />the applicant discovered more parking spaces were needed for approval, he got <br />additional spaces from a nearby property owner, but Plan Commission members <br />had no opportunity to inspect the site prior to their meeting. <br /> <br />In response to Mr. Adams, Ms. Ratner said she did not take part in the debate <br />during the Plan Commission meeting because at that time she felt it was inap- <br />propriate. <br /> <br />:Mayor :Majerus said this matter will be on the next meeting's agerrla. Mr. 01- <br />1endorff said for the record that he will recomme.rrl denial of this corrlition- <br />al use because of lack of parking, am no noise, litter, or edor controls. <br /> <br />NEW LIOOOR LICENSE - 7805 OLIVE <br /> <br />The City :Manager said the applicant wishes to sell all types of package li- <br />quor at a new store at 7805 Olive. Council policy has been to deny full li- <br />censes except to existing major stores. umer certain circumstances, new <br />stores have been granted a package beer license following a waiting peried. <br />He said several applicants have been denied in this block in recent years. <br /> <br />The applicant, Mr. Begashaw Iegese, 12446 Lighthouse Drive, creve Coeur, came <br />forward. Resporrling to Mrs. 'Ihompson, Mr. Iegese said he was aware of Coun- <br />cil 's policy, but he was planning to sell groceries at this location and it <br />would not be only a package liquor store. <br /> <br />Mr. SChoomer moved denial. Mr. Wagner seconded the motion, which carried <br />unanimously. <br /> <br />LIQUOR LICENSE TRANSFER - 8111 OLIVE <br /> <br />'!he City :Manager recomme.rrled approval of transferring a 3.2% beer license to <br />the new owners of Frank am Helen's Pizzeria, 8111 Olive. He said no prob- <br />lems have been encountered over many years of operation, and the new owners <br />have a clear record. <br /> <br />Mrs. Schuman movErl approval, and Mr. Schoomer seconded the motion. <br /> <br />Mrs. Thompson sai.d she did not understarrl why the new owners of this restaur- <br />ant should receive a license am not the previous applicant. Mrs. Schuman <br />said there was quite a differe>.nce between managing a restaurant with a 3.2% <br />beer license am a full package liquor store. Council's policy is neant to <br />prevent the proliferation of pc"l.ckage liquor stores, as opposed to encouraging <br />restaurants that serve 3.2% beer, where only a very small portion of the rev- <br />enue comes from beer by the drink. Mayor Majerus agreed. <br />
