Session 1552, Minutes
August 19, 1991

Page 5

am he asked how someone became first in the area to have an addition. Mayor
Majerus said approval was given by the City Council at same point, but there
is a requirement that the addition be compatible with the neighbortlood. Mr.
Ollendorff said this provision was added to the Code 17 years ago because
second stories were being added to homes in areas where it was totally inap-
propriate. He noted in most subdivisions a variety of homes are available
am are designed architecturally to fit in together, but in this subdivision
the homes are virtually identical am a second stol:Y would not look good.

Mrs. 'Ihompson, noting that her home had an added secorrl story that could not
be seen from the front, asked who detenni.ned whether or not the addition was
compatible. It was pointed out that the City's professional staff makes the
recommendation which Council then considers. Mr. Ollendorff said the homes
on the block under discussion were quite different from those on Mrs. '!hemp-
son's block, am this secorrl stol:Y would be visible from the front.

'!he contractor, Mr. Boyd, came forward. He felt this horne could easily ac-
cept a secorrl story because there are two-stol:Y apartment buildings nearby.
He said it was not a full secon::i stol:Y but a setback from the front roof line.

Resporrling to Mr. Price, Mayor Majerus said Council's decision on this would
be subjective but should take into account the professional opinion of staff.
Mr. Ollendorff said if Council finds this to be compatible, he could not ima-
gine any situation in which they would find any addition incompatible, am
the ordinance should therefore be rescinded.

Mr. Price moved approval, am Mrs. '!hompson secorrled the motion.

Mrs. Schuman commented that the proposed addition would add a discordant note
to this neighborhood, am that often serves to depreciate an area.

Further discussion ensued, am Mr. Adams called the question.

The vote was tied, with Councilmembers Adams, Price am '!hompson voting Aye,
am Councilmembers Schuman am Wagner am Mayor Majerus voting Nay. '!he m0-
tion was therefore defeated.

PERSONNEL REroRr

'!he Personnel report for the week ending August 17, 1991, was received am
ordered filed.

BIT;r ~ FOR SECDND AND THIRD READlliGS

BILL NO. 8028 - l~lliG aIAPI'ER 23 MUNICIPAL CODE REIATING 'IO OFFENSES-MIS-
CELIANEro'S BY REPEALING SECrION 23-26, AND ENACrING m LIEU rrnEREOF A NEW
SEcrION'IO BE KNOWN AS "SEcrION 23-26.
