Mr. Schoorner seconded the IrO- <br />tion, which carried unanimously. <br /> <br />CONDITIONAL USE PERMIT - 8333 FUUERION/aroRaI DAY CARE <br /> <br />'!he City Manager said he concurred in the Plan Carrmission recornmerrlation that <br />the city Council approve a conditional use pennit for a child day care center <br />at 8333 F\1l.lerton to be operated by the Aburrlant Life Center Church, with the <br />following conditions: <br /> <br />1. Signs on the premises shall confonn in all respects with the provisions <br />of the University City Sign Code. <br />2. A detailed landscaping plan shall be submitted to the Director of Plan- <br />ning for his review and approval. landscaping shall be installed and <br />maintained in accordance with the approved plan. <br />3. '!he child day care use approve1 under this pennit shall be also approve1 <br />and licensed by the state of Missouri Deparbnent of Family Senrices. Oc- <br />cupancy shall be tenninated by the City if state approval or licensing is <br />withdrawn for any reason. <br />4. Children shall be delivered into and picke1 up from inside the building <br />by an adult parent or guardian. <br />5. The use pennit is liInited to operation of a day care center in conjunc- <br />tion with church operations at this location by the Aburrlant Life Center <br />Church. Operation of the center without a full church operation on the <br />premises or operation by any other owner or operator with the express ap- <br />proval of the City Council shall render the pennit and the occupancy per- <br />mit for the business null and void. <br />6. '!here shall be no increase in the area of the building devoted to day <br />care without the express approval of the city. <br /> <br />Mr. Adams moved approval, including all conditions. Mrs. '!hompson secorrled <br />the motion. <br /> <br />Mrs. Thompson asked if the church agreed with all conditions. Rev. Samuel <br />Earl came forward, and said the church would ccmply with all conditions. <br /> <br />Mr. Schoamer thought pe:rl1aps Council should not require a state license, but <br />siIrply ask that the use confonn to state standards and reco.mmerxi that a li- <br />cense is the siIrplest way to do that. Mayor Majeros said requiring a state <br />license has been done in the past and has not created a problem. Mr. Adams <br />agreed, noting that although religious institutions are not require1 to have <br />a state license, he felt all institutions that offer day care should be li- <br />censed by the state. <br /> <br />~ <br /> <br />Mrs. Schuman said the site plan shows an outside drop-off circle, but Condi- <br />tion #4 says children will be picked up and delivered from inside the build- <br />ing.
