<br />~ <br /> <br />session 1541, Minutes <br />May 6, 1991 <br /> <br />Page 3 <br /> <br />Mayor Majerus opened the public hearing at 7: 46 p.m. There were no citizens <br />present who wished to address the Council, and the public hearing was closed <br />at 7:46 p.m. '!he Mayor said a second public hearing will be held on May 20, <br />as well as budget study meetings on May 13, 15, and 22. <br /> <br />Mrs. Schuman suggested it would be helpful if the first public hearing, as <br />well as the second, was printed on the city calendar. Mr. Adams added that <br />written comments were also welcome. <br /> <br />SEITING roBLIC HFARING - OIANGE IN SIGN CODE <br /> <br />The City Manager suggested setting June 3, 1991 for a public hearing to con- <br />sider changes in the zoning Code that will allow "Sold" signs for no longer <br />than seven days following a property sale, and Off-premises directional "Open <br />House" signs only during open house hours and when the owner or his represen- <br />tative is present. '!he proposed changes are for a six-month trial period. <br /> <br />Mr. Adams moved to hold the public hearing on June 3. Mr. Wagner seconded <br />the motion, which carried unaniInously. <br /> <br />SITE PIAN .AMENJ:l>1ENl' - 8689 OLIVE B:XJI.EVARD <br /> <br />'!he City Manager said the Council is asked to role on a change in a site plan <br />for the self-storage facility at 8689 Olive. He said the staff recormnends <br />denial based on the fact that the proposed translucent awning is out of char- <br />acter with the building architecture, and the total square feet of signage <br />exceeds the pennitted amount in the Sign Code. <br /> <br />Mrs. Schuman moved denial, and Mr. Wagner seconded the motion. All voted Aye. <br /> <br />Mrs. Schuman asked that this be referred to the Plan Conunission for technical <br />advice on whether or not illlnninated awnings fw1ction as signs. <br /> <br />OLIVE-FAST TIF REX)UEST FOR ADVANCE OF FUNDS <br /> <br />The city Manager said Council is asked to advance $10,000 to the Olive East <br />Tax Increment Financing Conunission so they may begin implementing their plan <br />and promoting sites within this TIF District. He noted the Conunission wants <br />to begin work imnediately but funds will not become available until next fall. <br />He added that the necessary funds are obtainable from the sale of industrial <br />land at Skink.er and Olive. Approval was recommended for this loan. <br /> <br />Mr. Price moved approval, and Mr. Adams seconded the motion. All voted Aye. <br /> <br />SEITING IUBLIC HFARING - ALlEY IMPROVEMENT <br /> <br />The City Manager said the Council is asked to set a public hearing on May 20 <br />at 7:30 p.m. on a proposal to improve a public alley east of Pennsylvania <br />between Roberts and Raymond Avenues. He noted that a resolution on the City <br />Clerk's Docket calls for a public hearing, and the date may be set when the <br />resolution is voted on. <br />
