I.OOIS COUNTY MUNICIPAL lEAGUE <br /> <br />Mayor Majerus said $3600 was included in last year's budget for st. Louis <br />County Municipal League dues in the hope that the city Council would be able <br />to convince the League to alter its voting structure by basing it on popula- <br />tion instead of assessed valuation. That did not happen, and the Mayor asked <br />that council make a fonnal decision to not pay the city's dues and to with- <br />draw from the League. <br /> <br />Mr. Adams moved that the $3600 allocated for dues to st. Louis County Munici- <br />pal League be removed from the current (1990-91) budget, and that University <br />City withdraw from League membership. Mr. Price seconded the motion. <br /> <br />Mr. Wagner concurred with this decision, adding that the County League has <br />become ineffectual as a means of conveying University city concerns to state <br />and county legislative bcxiies. He noted that the Missouri Municipal League <br />better seJ:Ves University City in the role of legislative liaison in Jefferson <br />city and provides a leadership voice in municipal affairs on the state level. <br />He said it was increasingly difficult to justify to residents the continued <br />expenditure of money and time with the County League. <br /> <br />All voted Aye. <br /> <br />Mayor Majerus said this was not a caprl.C1OUS decision, and that University <br />City has been working very hard the past seven years to effect better repre- <br />sentation for all st. Louis County municipalities but has been thwarted at <br />every turn. She said the League has become increasingly controlled by a <br />small group of cities who do not have the best welfare of st. lDuis County as <br />a whole at heart, and paying dues to such an organization was not a good use <br />of taxpayer money. She thanked Council for its support in this matter. <br /> <br />CITIZEN cn1MENI'S <br /> <br />Ms. Janice Jones, 8375 Richard, said a crosswalk adjacent to her home is not <br />lighted, and with wanner weather, teenagers gather there late at night and <br />are disruptive and noisy. She asked that a light be installed and that p0- <br />lice patrol the area more often. Mayor Majerus asked Mr. Ollerrlorff to see <br />what can be done. Mrs. 'Ihornpson felt that policemen should sametilnes get out <br />of their cars and patrol on foot so they can meet neighborhood teenagers. <br />'!here was further discussion about the best way for police to control congre- <br />gating teenagers. '!he Mayor noted that assigning police to foot patrol would <br />be a major policy change and require a much larger expenditure than the City <br />has available in its budget for police protection; however, the topic could <br />be discussed in a budget study meeting. Mr. Price felt it may not be neces- <br />sary to spend more money to get this seJ:Vice, and he asked that the Police <br />Department's opinion be obtained on the feasibility of using occasional foot <br />patrols.
