---

Session 1539, Minutes
April 1, 1991

Page 6

for property use, and the delivery vehicles could negatively impact the sur-
rounding neighborhood. If Council decides approval is warranted, it may wish
to add other restrictive covenants such as requiring the delivery vehicle to
be plainly marked for identification purposes, and allCMing only one delivery
vehicle at anyone time within the block where the restaurant is located.

The applicant, Mr. Shawn Jacobs, 520 Melville, said delivery service will be
provided by Room Service, a University city finn with radio-dispatched cars,
which means at anyone time there will be few delivery vehicles on Melville
or Delmar. He said cars will pull in behind the building to pick up orders,
then exit the alley only to the left, which should ease traffic congestion.

Responding to Mrs. Schuman, Mr. Jacobs said the radio-dispatching feature
should prevent cars being parked waiting for orders. He was cognizant of the
traffic congestion in this area and did not want to make it worse. He said
if the traffic delivery pattern does not work smoothly, it will be changed.

Mr. Ollendorff asked if Council objected to requiring the delivery vehicles
to be marked; otherwise, the city could not study the situation. Mr. Jacobs
said the cars are already marked since they serve 12 other restaurants in
University City.

In response to the Mayor, Mr. Jacobs said he was aware of all the concH tions
and would comply with them.

Mrs. Schtnnan asked if Mr. Jacobs was willing to set aside parking space be-
hind the building. He said delivery cars will pull in behind the present
parking spaces to pick up orders, and will not block the alley.

Mr. Schoomer moved approval with all conditions, and Mr. Price seconded the
IlDtion. All agreed that the conditions will include that the delivery vehi-
cles are plainly marked.

All voted Aye, except Counci1member Wagner, who voted Nay.

crARIFICATION

Mr. Ollendorff said he understood residents were present who wanted to com-
ment on an application to uwrade the liquor license for the market at Fergu-
son and Plymouth. He said his office has not yet received this application,
but noted that past Council policy has consistently opposed the sale of alco-
holic beverages stronger than beer at neighborhood stores.

PERSONNEL REroRI'

'!he Personnel report for the week ending March 30, 1991, was received and or-
dered filed.

--- roLICE DEPARIMENl'REroRl'

'!he Police ~t report for the IOC>nth of FebruaJ:y, 1991, was received
and ordered filed.
