<br />Session 1537, Minutes Page 4 <br />February 25, 1991 <br /> <br />Adams' concerns about keeping both Walgreen parking lots clean. Mr. Sel:Vant <br />said he will transmit those conunents to walgreen I s management. <br /> <br />Mr. Schoomer asked that a condition be attached to the site plan that allows <br />the city staff to monitor the cleanliness of the parking lot. He then moved <br />approval, including the conditions relating to space alloted to, and hours <br />of, liquor sales. Mrs. Thompson seconded the motion, and all voted Aye. <br /> <br />Mrs. Schuman then moved approval of the package liquor license. Mr. Wagner <br />seconded the motion. All voted Aye except Mr. Adams, who voted Nay. <br /> <br />PROPERI'Y TAX TRANSFER AllOCATION <br /> <br />The city Manager said voters approved the transfer last August of $150,000 of <br />property tax money into the General F\md, to be used for employee wages and <br />public improvements. Major transfers so far this fiscal year have gone for <br />street paving, employee insurance, emergency overtime wages, and to offset <br />decreases in sales tax revenue. It now seems that less than $100,000 may be <br />safely appropriated, and approval is recorrrrnended for the following items: <br /> <br />South Column Lion Gate (contract option) <br />Civic Plaza Study (additional) <br />Arts and Letters Sculpture Project <br />U. City Beautification Committee <br /> <br />$70,000 <br />2,000 <br />1,600 <br />400 <br /> <br />Mr. Wagner moved approval. Mr. Price seconded the motion, and all voted Aye. <br /> <br />SITE PlAN AMENI:MENT - BAR JAMAICA, 7828 OLIVE <br />Councilrnernber Schoomer left the Council chamber. <br /> <br />The city Manager said a site plan amendment was submitted by Ms. Albertine <br />'!hampson, owner of Bar Jamaica, in which a third. storefront is to be added to <br />the two storefronts already approved. Denial was recomnended by staff since <br />the expansion may result in parking, noise, and litter problems for the adja- <br />cent residential neighborhood, although if it is found that the current oper- <br />ation does not present problems, the addition could be approved later. If <br />Council does consider approval, the following conditions should be attached: <br /> <br />1. The impact of live entertairnnent on parking and Other Center facilities <br />as well as the surrounding residential neighbo:rhood shall be monitored by <br />the City, and the operator shall hereby agree to restrict or eliminate <br />live entertairnnent from the restaurant operation if the City detennines <br />that it causes a negative impact on parking, other Center facilities and <br />the residential neighbo:rhood to the south. <br />2. Parking behind the building shall be limited to employees only. <br />3. A detailed landscape plan for the area between the building and Mount Ol- <br />ive Avenue and Groby Road shall be submitted to the Director of Planning <br />for his review and approval. Landscaping shall be installed and main- <br />tained in accordance with the approved plan. Landscaping shall be in- <br />stalled no later than June 1, 1991, and shall be maintained in accordance <br />with the approved plan. <br />
