This pennit indicating the city Council's approval of site Plan Review #1245 is limited to Mrs. Albertine 'Ihompson doing business as Bar Jamaica Jerk pit. Operation of any other restaurant or bar or operation by a different proprietor will cause this pennit to becc:Ine null and void. Responding to Mr. Adams, Mr. Ollendorff said the parking lot has 231 SPaces, and he thought there were several other businesses in the Center that have evening hours. If the expansion is approved, the city Code requires that 110 of the SPaces be alloted to this business. The proprietor, Mrs. Albertine Thompson, 12497 Meadow Green Place, said she was surprised at some of the conunents in the reconunendation regarding litter, noise, etc. She said she has been in business over seven years and her busi- nesses have been clean and well-nm. Most of the Center businesses close by 8 p.m. and do not need the parking, she said. Also, there would be only oc- casional entertairnnent, and she would not tolerate loud or rowa.y customers. She wants to nm a fine restaurant with good food that people can enjoy. Councilmernber Thompson said she did not believe this restaurant will cause the kinds of problems suggested, and she felt the operator should be given an opportunity to expand her business. Mr. Price agreed, and moved approval of the site plan amendment for the Bar Jamaica, 7828 Olive, with all conditions. Mrs. 'Ihompson seconded the motion. Mrs. Schuman said Mrs. A. Thompson had convinced her that she would nm a good establishment and could maintain control. Mr. Price said the city should have recognized Mrs. 'Ihompson's expertise in nmning other restaurants, and some of the issues should not have been raised All voted Aye. Mr. Schoomer returned to the Council chamber. All work should be completed. this Spring in accordance with the plan dated. February 19, 1991.. Mrs. Schuman moved approval, with Mr. Schoomer seconding the motion. Mr. Wagner asked why this plan specifies a reduction in planting, and Mr. 01- lendorff said the owner convinced the staff there is not enough room for the larger landscaped. area that the City would like because delivery trucks must enter and exit the property.
