Signs shall be in strict confonnance with the provisions of the Universi- <br />ty city Sign Code. <br />2. '!he parking lot will be striped as shOYJI'l on site Plan dated February 2, <br />1991. <br /> <br />Mr. Ollendorff said approval would apply to this entire tax-exempt building, <br />should the Center eventually occupy the additional space. Mayor Majerus not- <br />ed this will be the headquarters for the conum.mity outreach team for the lo- <br />cal drug and alcohol abuse program, which recently received a large grant. <br /> <br />Mr. Schoomer moved approval with all conditions. Mr. Wagner seconded the m0- <br />tion, which carried unanimously. <br /> <br />LIOOOR LICENSE - 6335 DEIMAR (NORIHEAST o)RNER WES'ffiATE) <br /> <br />The city Manager said denial of an application for a license to sell package <br />liquor was reconunended since it is contrary to Council's clearly established <br />policy of non-proliferation of liquor convenience stores. He said the policy <br />was conum.micated to the applicant in writing and to the building OYJI'ler. <br /> <br />Mr. Adams moved denial, with Mr. Schoomer seconding the motion. <br /> <br />'Ihe applicant, Mr. Christopher Kemph, 11018 Wellsley Court, said his proposal <br />was for a convenience store, and he felt pemaps the Council had a precon- <br />ceived notion of what it was. He said he planned to spend about $200,000 im- <br />proving this location, which has been vacant for some time. He believed <br />there was a need in the area for fcxx:l, and said he carried about 2450 items. <br />He said the liquor sales might amount to about 10% of the total. <br /> <br />Mr. Jay Brandt, 311 Westgate, owner of Brandt's Market, 6525 Delmar, said he <br />agreed with Mr. Ollendorff's recornrnendation to deny this application. He had <br />observed many problems that may be brought to an area by a convenience store, <br />i.e., Medicare-Glaser, and he felt the empty store was more of an asset to <br />the Loop than when it was occupied by the Majik Market because there was less <br />littering and loitering now. He felt the property should stay vacant until a <br />proposed usage came along that was more in line with the goals of the Loop. <br /> <br />Mr. Alan Suits, 1446 Rankin Drive, said he operated a business opposite the <br />proposed convenience store, and he also observed much less litter and haras- <br />sing of Loop visitors since the closing of Majik Market and Medicare-Glaser. <br />He felt that the Loop was the gem of the City and would not be enhanced by a <br />convenience store. He suggested that fcxx:l and liquor items are easily avail- <br />able within the area that would be served by this business. <br /> <br />Mr. Kemph returned to the microphone, and asked Council not to judge him by <br />
