He said he had many years of experience in this field <br />and the store would be a first-class operation, with experienced employees. <br /> <br />Mayor Majerus said Mr. Kemph should understand this was not an attack on him <br />or his business, but was Council's concern about liquor licenses in the loop. <br /> <br />Mr. Ollendorff said his reconunendation only applied to the liquor license and <br />he personally was not against a convenience store at this site. Mr. Kemph <br />said he understood, however, to justify the large investment, a certain <br />amount of sales were necessary. <br /> <br />Mr. Schoomer said there were eight other businesses in this area that sell <br />liquor and he felt no more were needed. <br /> <br />Mr. Adams said he was concerned about liquor licenses not only in the loop <br />but the entire City, as well as the litter problem. Mr. Kemph said he agreed <br /> <br />All voted Aye in favor of denial. <br /> <br />PERSONNEL REFORI' <br /> <br />'!he Personnel report for the week ending February 23, 1991 was received and <br />ordered filed. <br /> <br />muCE DEPARIMENT REFORI' <br /> <br />'!he Police Department report for the month of January, 1991 was received and <br />ordered filed. <br /> <br />CXMo1ENTS - TRUCK PARKING ORDINANCE <br /> <br />Mayor Majerus asked Mr. Adams, a proponent of lOOdemi.zing the trock parking <br />ordinance, to conunent. Mr. Adams asked that bills be drafted to allow small <br />trocks to be parked in driveways and on University City streets at any time. <br />He said the basic divisions are by weight, and he reconnnended including BIr-6, <br />the lowest category, with the additional requirement that trock beds must be <br />either covered or empty. In response to Mrs. Schmnan, Mr. Adams said BIr-6 is <br />smaller than a standard-size pickup. <br /> <br />Mrs. 'Ihompson agreed that something should be done, since small trocks are <br />the only means of transportation for many residents. <br /> <br />Mr. Wagner concurred that it is again time to address this problem and try to <br />reach an accommodation that people can accept, even though Council has not <br />been successful in previous attempts. He suggested that any change be ilrple- <br />mented on a trial basis. Mayor Maj erus said if a change was tried and then <br />rescinded, it might create havoc. Mr. Wagner said that could apply to many <br />ordinances . <br /> <br />Mr. Adams provided a brief history of how the present law came into being ap- <br />proximately 30 years ago, noting it was enacted lorq before small trocks be- <br />came popular.
