Council ac- <br />tion is required because of the group's non-profit status; taxes will contin- <br />ue to be paid since they are renters, not owners. '!he group has had office <br />space elsewhere in University City and has fully conq;>lied with all laws. <br /> <br />Mr. Wagner moved approval. Mr. Schoomer seconded the motion, which carried <br />unanimously. <br /> <br />LIQUOR LICENSE - 7555 OLIVE 0ClUIEVARD <br /> <br />'!he City Manager recornrnended denial of the application of Mr. Ozell Walker <br />for a license to sell all types of intoxicating liquor by the drink at retail <br />at the J.B. IDunge (fonnerly pier 75), 7555 Olive, until such time as the <br />Council is convinced that anyone connected with the Voyager IDunge in st. <br />IDuis City is not involved in any way with this operation. He said staff in- <br />vestigation of the application has indicated close connections to the Voya- <br />ger, which has had several liquor license suspensions and has required hun- <br />dreds of hours of police attention due to illegal activities. He noted that <br />this application was a substitute for the original, therefore, Mr. Walker <br />must convince Council that the SUSPected connection does not exist and that <br />he can prevent improPer activity. '!he City Manager added that liquor licens- <br />es are a privilege to those who demonstrate the ability to operate an estab- <br />lishment without undue attention from law enforcement officials. <br /> <br />It was detennined that the applicant was not present; however, Mr. Ollendorff <br />said Mr. Walker had called several times to be sure this item was to be on <br />the agenda, so it was decided to postpone consideration until he arrives. <br /> <br />OUARI'ERLY BUI:X;EI' TRANSFERS <br /> <br />'!he City Manager recornrnended approval of budget transfers from areas where <br />funds are available to accounts that have proven to be inadequately budgeted: <br />In most cases, additional funding is needed due to unforeseen costs or carry- <br />ing out programs authorized by Council and expected by citizens. <br /> <br />Mr. Adams moved approval, with Mr. Schoorner seconding the motion. <br /> <br />Mr. Wagner noted that overtime costs in the Mlmicipal Court and Fire Depart- <br />ment were quite sizeable, and he wished to know why. Mr. Ollendorff said the <br />reason for most of the overtime in those departments was an unusual amount of <br />employee absence on leaves (injury, sick, etc.) of various kinds. He said <br />that should not occur on a regular basis. <br /> <br />Mrs. Schuman sunnised that additional overtime in the street Department was <br />due to the recent very extreme weather conditions, and she wished to state <br />for the record that she received several phone calls from constituents com- <br />plimenting the City on the efforts put forth in clearing the streets, and al- <br />so lauding sanitation workers who made regular collections and even kept up <br />with the recycling under the worst possible conditions. <br /> <br />All voted Aye. <br />
