<br />Session 1534, Minutes <br />January 7, 1991 <br /> <br />Page 2 <br /> <br />Mayor Majerus o:pened the public hearing at 7:35 p.m. since there were no re- <br />quests to speak, the Mayor closed the public hearing at 7:35 p.m. She asked <br />that the appropriate bill be prepared. <br /> <br />RJBLIC HEARING - ZONING roDE DEFINITIONS <br /> <br />'!he City Manager said a public hearing was scheduled for 7:30 p.m. this date <br />and place to consider conunents on the Plan Conunission proposal to amend the <br />Zoning Code by adding definitions for corwalescent home, nursing home, hospi- <br />tal, donnitory, and substance abuse treatment center. <br /> <br />Mayor Majerus opened the public hearing at 7: 36 p.m. '!here were no requests <br />to speak, and the Mayor closed the public hearing at 7:36 p.m. She asked. <br />that a bill containing the proposed changes be prepared. <br /> <br />SI'IE PIAN - 7828 OLIVE STREEI' ROAD <br /> <br />councilmember Schoomer left the Council chambers. <br /> <br />'!he City Manager reconunended approval of a new site plan and transfer of li- <br />quor licenses for the Bar Jamaica Restaurant from its original location in <br />the Westover Center to a new location farther east in the same complex. '!his <br />will provide almost twice as much floor space for the restaurant as well as a <br />large stage area. Approval should include the following conditions: <br /> <br />1. '!he ilnpact of live entertainment on parking arx:i other Center facilities <br />shall be monitored by the City, arx:i the o:perator shall hereby agree to <br />restrict or eliminate live entertai.nment from the restaurant operation if <br />the City detennines that it causes a negative impact on parking and other <br />Center facilities. <br />2. Parking behind the building shall be limited to employees only. <br />3. A detailed landscape plan for the area between the building, Mount Olive <br />Avenue, and Groby Road shall be submitted to the Director of Planning for <br />his review and approval. Landscaping shall be installed and maintained <br />in accordance with the approved plan. <br />4. '!his permit indicating the City Council's approval of site Plan Review <br />#1245 is limited to Mrs. Albertine '!hompson doing business as Bar Jamaica <br />Jerk pit. Operation of any other restaurant or bar or o:peration by a <br />different proprietor will cause this permit to become null and void. <br /> <br />Mr. Price moved approval of the site plan with all conditions. Mr. Wagner <br />seconded the motion. <br /> <br />Mrs. Schuman was concerned whether employee-only parking behind the building <br />could be enforced, and also if that area will be landscaped prior to occupan- <br />cy. Mr. Ollendorff said the City was not requiring landscaping before occu- <br />pancy since the restaurant was anxious to move in, but it would be appropri- <br />ate for Council to establish a date for completion. Responding to Mrs. Schu- <br />man, Mr. Ollendorff said the City was making the restaurant operator respon- <br />sible for landscaping, but she will ask the Center owner (C-4) to do the work. <br /> <br />Mr. Don Evans, general contractor for the restaurant, said the operator (Mrs. <br />
