If this is approved, she asked that closinJ hours be limited
to 10 p.m. am a spotlight installed at the rear of the parJci.m lot.

Mr. am Mrs. Walk, 67 stoneyside, Olivette, or.mers of 7811 Olive, cane for-
ward. Mr. Walk circulated P'lotograpls which he said showed the distance am
grade to Mrs. Goldman's harre, am also that access to the parJci.m lot was not
difficult. RespoIKiin3 to the Mayor, he said he would install a light if nec-
essary. Mr. Price said that could be added as a oon:lition as well as one in-
creasinJ police smveillance am prd1ibitinJ loiterinJ. Mr. Ollerrlorff said
the applicant could be required to clean the parJci.m lot each day. Mr. Adams
said there was discussion at the Plan Camdssion neetinJ about wires on the
roof of the buildinJ, am because of the grourrl oontour it was possible for
unauthorized PerSOns to gain access. If the prq;x:>sal is approved, he wanted
another oon:lition that would make the rooftq;> safe in case of trespassers.

RespoIKiin3 to Mrs. Schuman, Mr. Yeun;J said the closinJ hours requested origi-
nally were 10 p.m. weekdays, am 11 p.m. Fridays am saturdays. Mrs. SChuman
said 11 p.m. seemed late am pertlaps closinJ should be at 10 p.m. on all days.

Mrs. 'lhampson said she would vote against this item since there were already
11 Chinese restaurants in a five block area. Mayor Majerus said Council has
not discussed restrictinJ the number of restaurants in University City, so
Mrs. 'lhampson' s statener1t is a personal preference, not Council policy.

In response to Mr. Price, Mrs. Schuman said m::>st of the carplaints durinJ the
Plan Commission discussion were about the Mt. Olive Tavem. Members voting
for approval said it was not fair the prq;x:>sal should suffer because of prob-
lems with this tenant. others had ooncems about parJci.m am limited access
from Olive. Mrs. Goldman was ooncerned about the roof wiring since it is
possible for children to get on the roof.

Mayor Majerus said regardless of the vote, city insPectors should check the
rooftop wires am access. Mrs. Goldman said neighborhood children often get
on the roof am she was afraid they would be hurt. She said approving the
restaurant would only increase the already rnnnerous problems on this site.

Mr. Price m::wed denial of the application based on difficulty of driveway ac-
cess am limited parJci.m. Mrs. 'lhampson secon:led the notion.

Mr. Schoarrer demurred, pointinJ out that any other use of this site will pre-
sent similar problems. He felt Council did not have the right to deny the
owner the benefit of his property am the entrepeneur the opportunity to :run
his business.

All voted Aye to deny except Mayor Majerus am Counci1Inember Schoarrer, who
voted Nay. '!he notion carried four to tW'O.

SITE PIAN - 7843 OLIVE lDJIEVARD

'lhe City Manager reccmnerrled approval of a screened outdoor storage yard at
the rear of a oonstru.ction oontractor's office at 7843 Olive.
