He <br />agreed with a statement made at the last meetin:J that high Loop rents would <br />preclude a strictly bottlin:J operation. <br /> <br />Mrs. 'Ihoopson agreed, arrl asked Mr. Alan Richman, an owner of the prcp:>sed <br />restaurant, if he could <::::citply with the restriction suggested by the City <br />Manager (on a list just circulated) that bottlin:J not exceed 10% of gross <br />revenue, arrl not exceed 5% of gross revenue fram wholesale sales. Mr. Rich- <br />man said it was difficult to predict what his retail sales will be, arrl a <br />SPeCific number would be easier to comply with. <br /> <br />Mayor Majerus said several different figures were used by Mr. Richman at the <br />last meetin:J, arrl she suggested that Council accept the City Manager's con:li- <br />tions (no more than 400 cases of bottlin:J per week; no more than 50% [200 <br />cases] of bottlin:J for wholesale per week; arrl total bottlin:J not to exceed <br />10% of gross revenue arrl not to exceed 5% of gross revenue fram wholesale), <br />all of which Mr. Richman originally asked for. She was most upset by his re- <br />quest now to bottle 200 cases a day instead of 200 cases a week. Mr. Richman <br />said his first figures were presented as what he thought he could do, arrl he <br />did not un:lerstan:l they would be taken as restrictions. Mayor Majerus said <br />there are nearly always corrlitions attached when Council approval is sought <br />for a site plan. <br /> <br />Mr. Wagner asked for the applicant's :minimum viable number of cases per week, <br />arrl Mr. Richman said it was 120 cases a day, six days a week (720 cases) at <br />wholesale, or 200 cases per day for both retail arrl wholesale. He said when <br />asked about this at the last meetin:J, he believed he was bein:J asked what he <br />thought he could do; but he would like leeway to do more, if sales are good. <br />Mayor Majerus pointed out that pennits may be am:mded, so if a larger than <br />expected market is foun:l, Mr. Richman can always apply for an amendment. <br /> <br />Mrs. Schtnnan recalled that Mr. Richman said he was sellin:J 100 cases a week <br />currently, an:l his goal was to sell 400 cases a week; therefore, she felt the <br />City Manager's compromise offer was reasonable since it doubled the wholesale <br />operation arrl Mr. Richman would still have an opportunity to push the retail <br />en:l of the business. She did not un:lerstan:l why he was now asking for 1200 <br />cases a week. Mr. Richman said he wanted to be able to bottle four hours a <br />day to show patrons durin:J the lunch arrl dinner hours. He said it was specu- <br />lation since he did not kr10w how it would all work once the restaurant was <br />operatin:J . <br /> <br />Mr. Schoc:aner suggested that discussion be limited to what Mr. Richman needs <br />to do at openin:J in order to sw:vive a year from now, arrl not what the possi- <br />bilities are. He un:lerstood that was 200 cases a day resultin:J fram four <br />hours of bottlin:J each day. Mr. Richman confinned those figures. <br /> <br />Mr. Wagner said this number seemed unacceptable to Council, arrl he asked if <br />the equipment could be slowed down.
