He said the small area limits a large manufacturing use, and Delmar
will not experience blocked traffic as it does fram other Loop operations.

Mr. Ed Lim, 8000 Bonhonune, attorney for lantern House (current owner of 6605
Delmar), said the discussion has enpmsized the l::x:>ttling operation, but the
proPOSed use is a restaurant, with l::x:>ttling only incidental. He pointed out
the property is expensive, and if Mr. Richman wanted only a l::x:>ttling opera-
tion he could buy a less costly site. He suggested this unique business will
be of great benefit to the Loop, and that the small microbrewery is essential
to the restaurant's success. He felt Council's fears were unrealistic.

Mayor Maj enlS noted that Council has been promised many things over the years
but promises are not always kept. In its efforts to protect the Loop, Coun-
cil must have its questions answered satisfactorily, she said.

Mr. Tim 0' Dea , Executive Director, Loop Special Business District, said the
District Connnissioners have recarrnnerx:1ed that Council deny the applicant's re-
quest for wholesale root beer sales, and strongly urge that all first floor
businesses remain retail only.

Mr. Schoomer said this was a desirable project, and he believed all the ques-
tions raised can be answered to the satisfaction of all parties i he moved
that the matter be tabled to the next meeting pending discussion between the
developers and the City administration to firrl a legally bil'rling way to re-
solve the problems raised. Mr. Adams seconded the motion, and all voted Aye.

Mr. Dan Wald, 6238 washington, owner of Market in the Loop, said he favored a
restaurant operating in the subject property, but also was concerned al::x:>ut a
variance to the ordinance that requires all Loop grourrl floor establishments
to be retail operations. He felt alleM'ing the non-retail use sets a bad pre-
cedent. Mr. Adams clarified that businesses on the second or a higher floor
do not have to be retail.

PERSONNEL REroRI'

The Personnel report for the week end.i.n3' June 13, 1992, was received and or-
dered filed.

POLICE DEPARIMENT REroRI'

The Police Department report for the month of May, 1992, was received and or-
dered filed.

CITIZEN <XI>1MENTS

Mr. Charles Hardy, 7393 Pershing, said there has been illegal dun'ping behirrl
his apartment building, and although the identity of the offender was knCMn,
he felt the police had not handled the matter very well, because he has re-
ceived harassing calls for reporting the incidents.
