She suggested perhaps there was a way to demonstrate the <br />bottling operation without actually bottling root beer. Mr. Richman agreed <br />that might be possible. <br /> <br />Mr. Price asked what the City could do if it seemed the bottling operation <br />had greatly expanded at the expense of the restaurant operation. Mr. Ollen- <br />dorff said the city Attorney would be consulted to examine available options. <br /> <br />Mr. Alan Roth, attorney for the applicant, said the site plan specifies the <br />percentages for restaurant arxi for bottling, arxi not adhering to that di vi- <br />sion would violate the Zoning Code. <br /> <br />Mayor Majerus said the COncen1 is that the capacity of the equipnent far ex- <br />ceeds what has been stated will be used. Mr. Richman said nearly all of the <br />investment will be in the restaurant, the emphasis will be on the restaurant, <br />arxi that will not be changed frivolously. As for capacity, he said the out- <br />put would be minor c:onpared to a regular bottling facility. Mayor Majerus <br />said others might disagree with that assessment. <br /> <br />Mrs. Schuman asked about the outside location for the walk-in cooler, adding <br />she liked the idea of a terrace but was COncen1ed about loss of parking. Mr. <br />Richman said the terrace causes only three lost spaces, arxi although he pre- <br />ferred the cooler to be outside for easier deliveries, it was not essential. <br />Mrs. Schuman asked if the parking design could be changed so no spaces would <br />be lost. Architect Mr. Tcm Cohen said part of the parking lot is a.rrrently <br />unusable, but he was able to reconfigure it so only three spaces were lost. <br /> <br />Resporrling to Mr. Adams, Mr. Richman said the walk-up wirrlow inside the ter- <br />race was for servers, but there was also a walk-up for ordering carryout food. <br />'!be Mayor said that needs a special permit arxi Mr. Richman said he will apply. <br /> <br />Mayor Maj erus suggested that this matter be postponed to the next meeting <br />since there were so many unanswered questions. <br /> <br />Mr. Adams said if this is postponed, he would like the applicant arxi his law- <br />yer to work out legally birrling wording that will limit the bottling opera- <br />tion and control wholesale sales. Mr. Price had the same COncen1S and said <br />he did not want to see this turn into mostly bottling and little restaurant. <br /> <br />Mr. Ollerrlorff said the issue is whether Council should approve the vast ma- <br />jority of the amount to be bottled as wholesale, off-premises, sales. Mr. <br />Richman said nearly all the sales dollars will come from restaurant arxi re- <br />tail sales of the root beer. <br /> <br />Mr. Joe Edwards, 6309 McPherson, owner of Blueberry Hill, 6504 Delmar, said <br />it was crucial to keep all Loop ground floor space strictly retail. He said <br />the Loop Special Business District Conunission has errlorsed the first floor <br />retail restriction several times, arxi any wholesale activity is unenforceable <br />in tenns of quantity. He said it has taken 20 years for the loop to develop <br />as it has, arxi the agerrla for success should not be changed. <br /> <br />Mr. Dean Burns, owner of 6501-25 Delmar, spoke in favor of the proposed use, <br />
