Mr. Wagner seconded the motion, and all voted Aye. <br /> <br />FOURIH OOARI'ER BJIX;El' TRANSFERS <br /> <br />'!he City Manager recommended approval of quarterly budget transfers from ac- <br />counts where expenditures were not as high as predicted to accounts where un- <br />anticipated cx:>sts were encountered. '!he transfers include using prior year <br />fund. balances to make up for revenue not meeting budget estimates for major <br />items such as sales, gasoline, and utility taxes. <br /> <br />Mr. Adams IOCWed approval, and Mr. Wagner seconded the motion. All voted Aye. <br /> <br />SITE PIAN - 6605 DElMAR InJI.EVARD <br /> <br />'!he City Manager said Council is asked to act on a site plan to use 6605 Del- <br />mar as a restaurant and also to authorize non-retail bottling sales. He rec- <br />ommended denial of the second request and approval for the first with a mnn- <br />her of conditions, including clean premises at all times; outdoor furniture <br />brought in during off-season; walk-in cooler not allowed outside; clean ref- <br />use containers in enclosure approved by Planning Director; compliance with <br />Sign Code; detailed landscape plan submitted and installed as approved; car- <br />l:Yout service not pennitted as major portion of business without a condition- <br />al use pennit; any changes on site approved by council; installing food prep- <br />aration odor controls; no overnight parking; parking plan to be revised and <br />
