Mr. Adams said the <br />fate of the present synagogue is not gennane to the discussion. Mr. Goldman <br />said the sewer relocation will be done urrler MSD stan::1ards am he did not <br />feel there would be a prOOlem. Mr. Price asked about the transitional yard, <br />am Mr. Goldman said while the ZoniD1 Code requires 15 feet, this plan had a <br />transitional yard of nine feet at the property rear, with the buildin;J line <br />25 feet fran the property line, while the Code asks for 30 feet. Mr. Price <br />asked about the trees, am Mr. Goldman said there were two century oaks and <br />one of the conditions was ained at saviDJ them. Mr. Price wished to know the <br />largest mnnber of people likely to be on the site at one time, and Mr. Ziln- <br />balist said it would be a special occasion such as a bar mitzvah that might <br />draw as many as 250 people, however, guests will not be driviDJ a car. <br /> <br />'!here was discussion about how to proceed, am it was decided that each con- <br />dition rec::ammerrled by Mr. Goldman, along with Mr. Schoamer's suggested m:xti- <br />fications, will be examined in turn. Mayor Pro Tern Adams asked for a notion. <br />Mr. Schoamer m:::wed approval of the conditional use pennit as outlined in the <br />memorarrlum of March 11 from Mr. Goldman to the city Manager. Mr. Wagner sec- <br />onded the lTOtion, and suggested that any changes to conditions be offered as <br />amerxhnents. All agreed. '!he chair ruled that each condition will be read in <br />turn, debated, am nay be voted on individually. <br /> <br />1. SUbmit a co.nplete site plan for review and approval of the the City Coun- <br />cil arnjor staff showiDJ existiDJ and relocated easements, existiDJ am relo- <br />cated utility locations, curt> cuts, walks, parking, drives, signs, lightiDJ, <br />fenciDJ, handicapped access ranp;, landscaped areas, trash facilities, exter- <br />ior mechanical equipnent am finished grades. Final developnent shall be in- <br />stalled am naintained in substantial confo:rmance with the approved site plan <br />Provide cross sections of site and buildin;J to show slopes and gradin;J, espe- <br />cially of drives, walks and screen fenciDJ. Include info:rmation on stonn wa- <br />ter disposal and protection fran water nm-off, am soil erosion duriDJ con- <br />struction period. Also provide info:rmation to denonstrate that exterior <br />lightiDJ will be properly shaded to avoid direct light on adjoiniD1 residen- <br />tial premises. <br /> <br />Mr. Schoamer m:::wed approval with no changes. Mrs. Schmnan secorrled the ITO- <br />tion, which carried unaniJoously. <br /> <br />2. SUbmit co.nplete elevation drawings of the buildin;J for review am approv- <br />al of the City council arnjor staff. Show height, roof lines, naterials, ar- <br />chitectural treatment and relationship to adjoiniD1 residential stnlctures. <br />'Ihe design, naterials and colors shall co.nplement am blem with the sur- <br />rourm.ng residential appearance. <br /> <br />FollowiDJ discussion, Mr. Schoamer m:::wed that "shall" be changed to "should." <br />Mr. Wagner secomed the notion, am all voted Aye except Mr. Price, who voted <br />Nay. <br />
