Minimal off-street parking shall be immediately provided, in the range of <br />5 to 10 spaces, located in a manner that will have minimal iIIpact on abuttin;J <br />residents. Provide a detailed site layout of expansion plan for off-street <br />parking with one space for every four potential seats, showin;J the maximum <br />rnnnber of spaces that could be acx:::cmoodated with adequate larrlscaped buffer- <br />ing between the parking am drive areas, am the abuttin;J properties. Show <br />grades am slopes on drives am parking areas. '!he City Council retains the <br />right to require the installation of additional parking in accordance with <br />all or part of the expansion plan whenever in its j\.ldgmant it has been dem:>n- <br />strated that additional parking is needed. In order to preserve on-street parking for the surrourrling <br />residential area, the city reserves the right to restrict parking in front of <br />surrourrling residential property. <br /> <br />Mrs. Schuman said the rnnnber of spaces needed came fran the applicant, but <br />the Plan Camnission felt it was necessa:ry to show the ability to provide re- <br />quired parking on the site. Mr. SchOCllter felt Young Israel's est.i1nate of <br />needed parking should be accepted, which will also provide the maximum trans- <br />itional yard, larrlscapin;J am bufferin;Ji however, Council should reserve the <br />right to canpel Young Israel to add parking spaces should it be necessary to <br />do so. Mr. Price asked what the first sentence meant, am Mr. Goldman said <br />YotlnJ Israel in:licated it needs few parking spaces, but provided more spaces <br />on the site plan to meet Code d.en1anjs. He said six on-street spaces were <br />available in front of the buildin;J in addition to the minimum on the proper- <br />ty, thus increasin;J the larrlscape buffer. Mrs. Schuman pointed out if more <br />spaces are needed, then Young Israel carmot meet transitional yard require- <br />ments. Mr. Wagner asked about the 28 spaces specified in the Plan Camnission <br />con::titions, am Mr. Goldman said that was a c:x:rnprc:mise also. In response to <br />Mr. Price, Mr. Goldman said if fewer parking spaces are required by the City, <br />there will be more green space. Resporrling to Mr. Price, Mr. zimbalist said <br />about 10 parking spaces are used dailYi 15 would give a comfortable margin. <br />He said they would be happy with more green space on the site, am will do <br />everything possible to make the site attractive with the least iIIpact on the <br />neighbors.
