<br />Session 1560, Minutes <br />January 6, 1992 <br /> <br />Page 4 <br /> <br />Mr. Price said it was his impression that each awlication was taken on its <br />own merits and he asked Council to remember this, noting that exceptions are <br />made and then someti1nes forgotten. <br /> <br />All voted Aye. <br /> <br />Mr. Price left the meeting at this time. <br /> <br />PARKING LIMITS - FDRSY'IH AND LINDELL AREA <br /> <br />'!he City Manager asked Council to provide hi1n with its instructions regarding <br />proPOSed trial Parking restrictions on West:rtx:>relam, Mcuyland, Lirrlell, For- <br />syth, and Northrnoor. '!he ProPOSal is to ban Parking from 10 a.m. to noon, <br />and Council should also decide how far west from Big Bend the prohibition is <br />to go on each street. <br /> <br />Mr. Joe Denigan, 7031 Forsyth, asked to address the Council. He noted that <br />the south side of Forsyth was multi-family housing, which resulted in many <br />more Parked cars than on the north side, which is single-family. He felt any <br />change should not be punitive for washington university students who Park on <br />Forsyth, that safe travel and ingress/egress to driveways on Forsyth should <br />be protected, and that esthetics with regard to signs should be considered. <br />He did not feel a change was needed, but if deemed necessary, it should be <br />the least restrictive possible, since it would hurt residents as much as the <br />students . <br /> <br />Mr. Olarles Wiest, 7018 L:i..rrlell, said it seemed there would be a trial period <br />for the pro:posed restrictions, which did not agree with the content of Mrs. <br />Schuman I s letter to the neighborhood. Mayor Majerus said there would be a <br />trial period only if approved by Council. <br /> <br />Mr. Price returned to the meeting at this time. <br /> <br />Mr. wiest said many homes on L:i..rrlell do not have driveways am car owners <br />must Park on the street, making it inconvenient for residents who must move <br />their cars if Parking is restricted from 10 a.m. to noon. He said the sug- <br />gestion that the Parking prohibition would benefit residents by allowing for <br />street cleaning, snow removal, etc. was incorrect, since that does not happen <br />during those hours. He asked how this period was selected. Mayor Majerus <br />said the recormnendation came from the Traffic Commission, which spent many <br />hours studying the situation. Mr. Schocaner said there was also a profession- <br />al survey that detailed traffic counts am all options that might be consid- <br />ered. Mr. Ollerrlorff said neighborhood residents were notified of the first <br />Traffic Commission meeting when this was to be discussed, am at that time it <br />was announced the matter would also be taken up at the next meeting; in addi- <br />tion' the news media had several articles. Also, Mrs. Schuman sent a letter <br />to residents informing them the subject was to be discussed this evening. Mr. <br />wiest wished to see the survey, am Mayor Majerus asked hi1n to SPeak with Mr. <br />Schocaner later.
