Regular Meeting
March 28, 2005

resident $260 and private event non-resident $325” were agreeable to the Parks
Commission and Ms. Brungardt said that after considerable discussion, these numbers
were determined. Ms. Welsch then asked for clarification - were these numbers
recommended by the Parks Commission and if the staff had recommend the same
figures of “$325 to use half of the facility and $675 to use the whole facility?” Ms.
Brungardt responded yes. Mayor Adams asked for even further clarification when he
inquired if these rates were for “normal events” and if the residents were holding a fund
raising event, then rental fees would not be at this rate? Ms. Brungardt said there was a
large laundry list of organizations who are exempt from standard rates, and that the
current discussion was focused upon standard rates only. Mr. Sharpe said he had
asked for a comparison of fees from other comparable community centers and he would
like to wait until that information was received. Ms. Brot said the information had been
received and she looked at fees for Olivette and Clayton and there had been a
comparison made. Mr. Sharpe did not remember it. Mr. Ollendorff said he would put
another one in the packets; the previous one was distributed three weeks previously.
Mr. Ollendorff said the City’s rates were above average, but not the highest, and then
he asked the Assistant City Manager who conducted the survey to approach the
speaker. Mr. Moton described two surveys that had been conducted, one by himself
and one by the Parks department. The City’s rates were basically in the middle or
slightly above average from other cities in the survey, but over all we compared fairly
with the others.

Mayor Adams asked for any further comments and hearing none, called the question.
Ms. Brungardt moved approval. Ms. Brot seconded, which carried six to one, with Mr.
Sharpe voting Nay.

Agenda # 7 – City Hall Restoration Contract:

Mr. Ollendorff introduced the bids for the city hall restoration project for approval by
Council so that completion of the city hall building can be done in time for our
centennial. He recommends the contract be awarded to the low bidder Vince Kelly
Construction for the total amount $3,550,200. Note there are several items included in
the bid which we hope to carry out but they are not included in this recommended
award, since we have not located adequate funding. We have enough money in the
bank to cover the award he is recommending and we expect by this summer to have an
adequate funding to be able to finance the excluded items.

Bidder Base Bid Add Alternatives Total
Vince Kelly
$3,039,000 $16,200 $3,055,200
Construction
Hankins
$3,139,000 $15,500 $3,154,500
Construction
Page 10
