Regular Meeting <br />March 28, 2005 <br /> <br />Hart Contracting $3,853,078 $52,396 $3,905,474 <br /> <br />Mr. Wagner moved adoption and Ms. Welsch seconded the motion. <br /> <br />Ms. Brot started to tell the City Manager the reason she wanted the item removed from <br />the consent calendar and Mayor Adams interrupted her, saying “No, this isn’t that item; <br />it is the Olive enhancement that you wanted pulled off. . .” <br /> <br />Ms. Brot started over again, addressing the City Manager and commenting that in <br />looking over the list of things that are being put off, she is concerned about the steps in <br />the front of City Hall. She said she recognized that the City Manager had not been <br />trained in sales to “subconsciously ‘take-in’ a person or building in the initial few minutes <br />and form an opinion.” Our City steps look terrible and are dangerous. The covering on <br />them is coming off and causes feet to slip and if one is not holding onto the railing, one <br />slips. She would like him to find a way to get the City steps “done sooner” or explain to <br />her how, if the City waits, how we can get money in other ways. She was curious how <br />easy it is to receive grants. She noticed the report mentioned that we have a grant <br />request pending decision in August for a million dollars. Do those usually get approved? <br />She said she hates putting that part off. She would like to give up something else and <br />have the steps done in the beginning. <br /> <br />Mr. Ollendorff said he would find a way to get the steps done. The reason these three <br />items were taken out to be done later is because most of the items in the contract are all <br />in one space, like you cannot leave out the electrical and just do the plumbing. <br />Everything inside is related, so what has been held off on are items upon which nothing <br />else depends. We can fund them later. At this point, we do not have the funds, but he is <br />confident that there are several different sources and we will find a way to get the steps <br />done. He agreed with her that it is an integral part of the project. Nothing was included <br />in the bid that we did not think needed to be done very badly. There is nothing that can <br />be left out, in his opinion, there are just some items for which we need to work a little <br />harder to find the money. The reason for August is that it is the deadline by which the <br />contractor said he would need to be notified in order to do these things during this <br />contract. <br /> <br />Ms. Brot asked about the grant received for exterior lighting and asked if the steps could <br />be included in this grant, but was advised that it is only for lighting and that it could not <br />be used for anything else. Another grant requested for up to a million dollars will not be <br />decided until August and he is not counting on it, because it is a long-shot, but if it is <br />received, the money cannot be used for anything previously contracted. <br /> <br />Ms. Brot said she did not understand “laptop computers” request and asked what it <br />meant? Mr. Ollendorff explained that laptop computers are energy related items and <br />they can be purchased separately. His understanding is that these are to provide off <br />Page 11 <br /> <br />
