Regular Meeting <br />March 28, 2005 <br /> <br /> <br />Mayor Adams said what he thought Mr. Ollendorff meant was that this applicant could <br />have a packaged liquor license, which means they can sell it but not consume it. He <br />said the ordinance allows two packaged liquor stores in the entire city, he thought. <br />Mayor Adams said Mr. Ollendorff was shaking his head and that is the way he <br />remembers it also. They could get packaged liquors but they could not sell it for <br />consumption on site. <br /> <br />Mayor Adams reiterated that there had been a motion to disapprove and a second. <br /> <br />The motion to disapprove passed unanimously. Mayor Adams said the liquor license <br />has been disapproved; it has been rejected. <br /> <br />Agenda Item # Six –Annual Park & Recreation Fee Schedule <br /> <br />Mr. Ollendorff recommended adoption of the 2005-06 Fee Schedule as developed in <br />accordance with the Park and Recreation Fee Policy adopted by the City Council last <br />year. These changes are also recommended following review by the Park Commission. <br />Most fees change only slightly due to budgeted cost increase. <br /> <br />Mr. Ollendorff reported that the Park Commission wants one change, to have a resident <br />rental rate for the community center but he does not recommend it because it is so <br />difficult to administer, but he understands there is good support for it by the Park <br />Commission and from several members of Council. He asked that if the Council does <br />accept a reduction in rentals from community resident groups, that they agree to a <br />definition, being that the group should have seventy-five per cent residents. That is the <br />number which allows for reduced rates for teams in other University City facilities, so he <br />suggested it as a definition. Finally, he asked the Council to assist in finding ways to <br />compensate for the lost revenue. <br /> <br />Ms. Brungardt said as Council liaison to the Parks Commission she was present at the <br />discussion of this matter. The commissioners felt strongly that the rental rate for the <br />community center was not advantageous to citizens and this policy was detrimental. <br />They discussed the issue extensively. She disagrees with Mr. Ollendorff’s addendum to <br />the policy formed by the commissioners. Seventy-five per cent citizen representation is <br />too difficult to keep track of. The rate arrived at was an interesting compromise. She <br />commented that the City Manager can count on the Council to help manage the <br />revenue streams. <br /> <br />Ms. Brot asked Ms. Brungardt if the chart before the Council was developed by the <br />Parks Commission. Ms. Brungardt said the chart was developed by the staff and <br />presented to the Parks Commission for review. In the yellow section of the chart are the <br />specific items reviewed by the Parks Commission, with regards to resident fees for the <br />community center.
