Regular Meeting <br />March 28, 2005 <br /> <br />Ms. Welsch said she hoped that meeting would occur prior to the next scheduled <br />th <br />Council meeting, on April 11, 2005. Ms. Colquitt said the neighbors were attempting <br />an emergency meeting this week. Mayor Adams asked the developer to meet with Mr. <br />Smith and the two Councilmembers, Mr. Sharpe and Ms. Colquitt, to make sure of the <br />necessary arrangements. <br /> <br />Mr. Ollendorff reported that he would place the conditional use question for this project <br />on the next regular Council Meeting agenda for review at that time. <br /> <br />Agenda Item # Five –Liquor License for 8200 Delmar Blvd. <br /> <br />St. Louis Kollel Bookstore wants a license to sell beer and wine by the drink. The City <br />ordinance requires that such a licensed premises must have 50% of sales in food, or <br />the beer and wine sales would be limited to packaged products. The applicant has a <br />clear record and appears to meet all other legal requirements. Council usually requires <br />a public hearing and a waiting period; however, the very small volume expected here <br />make this appear unnecessary. <br /> <br /> <br />Mr. Ollendorff described this request as unusual in that it calls for sale of alcoholic <br />beverages by the drink. He said he is not sure where this leaves the Council. They <br />could approve a license for the sale of alcoholic beverages in the container that does <br />not have a food requirement. He said he is not really sure how to solve the applicant’s <br />application. <br /> <br />Mr. Wagner asked the City Manager if he had a recommendation on this issue. Mr. <br />Ollendorff said he could recommend that the application be approved, but he wanted to <br />add that it will not result in the outcome that the applicant wants. He will have a license <br />that he cannot use. <br /> <br />Ms. Brot moved to reject this proposal and Ms. Colquitt seconded. <br /> <br />Ms. Colquitt thanked Ms. Brot for doing this ahead of time and said that she agreed with <br />her. She reminded the Council for the need to be consistent and always required a <br />Public Hearing and a waiting period before a liquor license is granted. As for the paper <br />work from the State, she is concerned about that which was not taken care of. She <br />does not want to add fuel to that by granting a liquor license as well. <br /> <br />Ms. Brot said as a Reform Jew she welcomed stores that sell Jewish items and other <br />types of stores. She has surveyed Reform Jews, Conservative Jews, Modern Orthodox <br />Jews and other Orthodox Jews, and no one has ever heard of wine being sold for <br />blessings. She has had many blessings with wine in her synagogue and in her home <br />with rabbis and never has the wine been sold. If they want a fundraiser, they should <br />have a fundraiser, otherwise, it is the custom for the synagogue, for the Kollel to buy <br />their own wine and then it may be blessed. <br />Page 8 <br /> <br />
