Ms. Bee asked if public parking could be stopped on <br />the private streets, since they are paying for their upkeep. Mr. Schoomer said he did <br />not think it possible, since the City is part of the subdivision and pays their share of <br />dues. Mr. Ollendorff said that the City paid already for the portion of the private street <br />adjacent to City property. Mayor Adams said that the City is paying subdivision fees <br />which pay for the upkeep and maintenance of the subdivision streets and allows visitors <br />to City Hall to park on the roads. <br /> <br />Kathy Sorkin, 6940 Columbia, Trustee, said that since the low bid was $445,000 and <br />the district has authority up to $600,000 can the extra funds be utilized to do all of the <br />curbs, which was overwhelmingly endorsed at the annual meeting. Mr. Ollendorff said <br />that additional work was not being explored or done. The work being done is barely <br />within the amount that was authorized. Ms. Sorkin stated that the authority was <br />$600,000 and at the annual meeting it was asked that an alternate bid be taken, which <br />was not done. The alternate bid would include all the curbs. Mr. Ollendorff said that all <br />the curbs would be done that were marked and indicated to the residents. The <br />residents were told all along that there was not enough money to do all the curbs. Ms. <br />Sorkin said that it would look more uniform if all the curbs were done and the bids did <br />come in at $443,000, not $600,000. She said the letter did not indicate that the <br />payment could be paid out over a twenty year period and many thought they would <br />have to write out a huge check. Mr. Schoomer said that the bid submitted did not <br />include any severe difficulties that might be found during the work, and so it would be <br />safe to keep some back for reserves. The City Attorney says, which he does not agree <br />with, that to add additional scope to the project, would mean submitting another <br />petition. Ms. Sorkin said that some residents received MSD notices, but not a notice <br />from the City, which were probably new property owners. The assessment records are <br />not up to date and should be corrected to reflect current owners. <br /> <br />Mr. Jack Frohlichstein, 700 Trinity, said he wanted to clarify that the assessment would <br />be paid out over a twenty year period at 8% interest. The Mayor said that he was <br />correct. He asked if the City would be selling the bonds. Mr. Schoomer said that there <br />were no bonds. The City will pay up-front and the subdivision will pay the City back. <br /> <br />Mr. Richard Figueras, 6945 Cornell, asked about the quality of performance of the low <br />bidders and what the duration of project would be. Mr. Ollendorff said that the plan was <br />to award the contract this evening, which takes a couple of weeks to execute. The <br />Notice to Proceed should be issued on or around July 20, and then the contractor has <br />ten days to begin work. Beginning of August, construction should begin. The <br />contractor has forty-five good weather working days, to complete the job. Hopefully, <br />sometime in October, the job should be done. By the end of December, the inspectors <br />will be verifying that everything has been completed satisfactorily. At that time, staff will <br /> <br /> <br />
