Regular meeting
June 6, 2005

exceed sale of alcoholic beverages.

Ms. Brot moved to reject this liquor license. Mr. Wagner seconded the motion.

Ms. Welsch would like to hear from the audience regarding this application. She had
spoken to a person that was making application for this license and based upon what
she has learned since the last meeting and based on the fact that this will be a
packaged liquor license to sell to a very limited community within our whole community.
Since this type of wine is not available elsewhere, she would certainly urge her
colleagues to listen to the discussion and consider granting this license to this
community.

Ms. Brot disagrees with Ms. Welsch. Since she has been on the Council for a year, the
only religious organization that has had an item approved would be for having a picnic
license for a one time event or celebration. She has never heard of this type of license
ever being done. At most synagogues, and adjacent to this synagogue, there are
kosher wines available. She does not think that this organization should be in the
business of selling wine.

Mr. Allen Sabol, 8101 Tulane, wished to voice his support for this liquor license. He
corrected Ms. Brot by stating that this particular religious group is not in the business of
selling wine. Their business is religion. The sale of this wine will be done on a few
occasions, not 365 days of the year.

Sroy Levitansky, 8140 Tulane, as the applicant explained the purpose of the liquor
license further for Council. He explained that there are definitely other places to receive
kosher wine. They are in the business of educating those that come through their doors
about Judaism. They have a bookstore services the needs of their patrons for articles
and books. On many Sabbaths and other times, Jewish families use kosher wine. They
felt that it would be fitting to not only provide the books and articles they need, but also
the kosher wine, as well. They are not looking to make this into a massive business,
they are just looking to provide most of the items the Jewish families need when they
come through their doors. He believes that this is a service that they would appreciate
and utilize.

Mayor Adams asked if they would be selling wine only at on holy days when it is usually
asked for or are they planning to have it available to sell every business day. Mr.
Levitansky said it would be available; it just wouldn’t be pushed. Jewish families use
kosher wine on Sabbath an on holidays. It is not wine by the drink, but packaged.

Mr. Sharpe asked Mr. Levitansky if the wine that they would be selling could be
purchased elsewhere. Mr. Levitansky responded that there are other places that it can
be bought. This request is simply for their Jewish customer’s convenience.

Page 4
